【摘要】：随着经济的发展，环境和资源问题日益严重。当今经济格局下，要解决环境与资源困境，根本出路是绿色技术创新。绿色生产和绿色消费逐渐进入到各国政府和民众的视野中，绿色生产和绿色消费的重要性日益凸显，生产和消费方式由传统的生产和消费观念向绿色生产和消费观念转变。各国政府出台了各种不同的财政支持政策来提升自主创新能力，以占领技术高端。不论是作为绿色技术创新主体的企业还是作为绿色技术创新推动者的政府，都要充分把握和利用绿色技术创新这个机遇，推动经济转型，实现经济的可持续发展。辽宁作为工业大省，在资源告急和环境污染的双重压力下开始探索绿色技术创新道路。近年来，，在转变经济增长方式的大方向下，辽宁的绿色技术创新取得了很大的成绩。但是先天的不足，使得企业、社会和政府在发展绿色技术上都面临着发展困境。政府作为政策的制定者和经济的调控者，如何充分利用自己的职能来引导和激励创新主体走出困境是当前发展的一个重点和难点。本文将从辽宁政府角度出发，致力于分析政府财政支持政策如何和怎样促进绿色技术创新的发展。本文总共分为七部分，第一部分介绍了本文的研究目的和方法，并对以往学者的相关文献进行综述，本文的研究方法主要是实证研究；第二部分介绍了绿色技术创新的相关概念和财政支持政策的支持理论、主要手段及作用机理，为本文的研究奠定理论基础；第三部分介绍了辽宁省经济发展的现状及问题和财政支持政策的现状，提出了辽宁绿色技术创新及财政支持的重要性和必要性；第四、五部分是对绿色技术创新及财政支持进行实证分析并通过分析得到辽宁省绿色技术创新财政支持存在的问题；第六部分针对以上的问题从财政支持角度出发提出建议，尝试解决政府政策困境；第七部分对全文进行总结，并对未来的研究作出展望。
[Abstract]:With the development of economy, the problem of environment and resources is becoming more and more serious. In today's economic situation, green technological innovation is the fundamental way to solve the predicament of environment and resources. Green production and green consumption have gradually entered the field of view of governments and people of all countries. The importance of green production and green consumption has become increasingly prominent. The mode of production and consumption has changed from the traditional concept of production and consumption to the concept of green production and consumption. Governments have introduced a variety of financial support policies to enhance the capacity of independent innovation to occupy the high-end technology. Whether as the main body of green technology innovation or as the driving force of green technology innovation, the government should fully grasp and utilize the opportunity of green technology innovation, promote the economic transformation and realize the sustainable development of economy. Liaoning, as a big industrial province, began to explore the road of green technology innovation under the pressure of resource emergency and environmental pollution. In recent years, in the transformation of economic growth mode, Liaoning green technology innovation has made great achievements. But the congenital deficiency makes the enterprises, society and government face the difficulties in the development of green technology. As the policy maker and the economic regulator, the government how to make full use of its own functions to guide and motivate the innovation main body out of the predicament is a key and difficult point of the current development. Committed to the analysis of government financial support policy how and how to promote the development of green technology innovation. This paper is divided into seven parts. The first part introduces the purpose and method of this paper, and summarizes the related literature of previous scholars. The research method of this paper is mainly empirical research; The second part introduces the related concepts of green technology innovation and the supporting theory of financial support policy, the main means and the mechanism of action, which lays a theoretical foundation for the research of this paper. The third part introduces the present situation and problems of Liaoning Province's economic development and the present situation of financial support policy, and points out the importance and necessity of Liaoning's green technological innovation and financial support. The fifth part is the empirical analysis of green technology innovation and financial support and through the analysis of Liaoning Province green technology innovation financial support problems; the sixth part of the above problems from the perspective of financial support put forward recommendations. Try to solve the dilemma of government policy. Part VII summarizes the full text and prospects for future research.
