【摘要】：科技创新平台是由一系列科技创新资源所组成的系统,通过资源的整合增效及共享,旨在为科技创新活动提供持续而有力的支撑。科技创新平台建设是国家和区域创新体系的重要组成部分,是增强自主创新能力的必要途径。“十一五”以来,国家及各地方政府建设了一大批不同级别、不同类型的科技创新平台。但同时,科技创新平台的大量建设也暴露出许多问题,平台建设缺乏系统性以及平台之间缺乏协作都是其中比较突出的问题。基于上述背景,本文对福建省科技创新平台资源集成进行研究,旨在掌握福建省科技创新平台建设现状,揭示科技创新平台建设存在的问题,并运用管理学及集成管理相关理论,提出促进福建省科技创新平台资源集成的对策建议,最终目的是促进福建省区域科技进步。本文研究内容包括四个部分：第一部分主要阐述科技创新平台资源集成的基本理论,为后续研究提供理论基础。第二部分借鉴了国内外科技创新平台建设和资源集成的实践经验。第三部分分析了福建省科技创新平台建设的现状,包括：首先,分析福建省科技创新的基本状况,为分析科技创新平台建设提供基本背景；其次,分析福建省科技创新平台建设的基本状况；最后,揭示福建省科技创新平台建设存在的主要问题。第四部分提出了福建省科技创新平台资源集成的对策建议。首先,提出构建科技创新平台资源集成组织模式,包括构建研发平台虚拟团队、服务平台合作网络、研发平台与服务平台的联动体系以及相应的管理机构；其次,从提高平台综合质量、缩小平台间心理距离以及完善资源集成环境等方面,提出了促进科技创新平台资源集成的措施。本文的研究成果,将有利于改变福建省科技创新平台的分散局面,消除创新“孤岛”现象,促进科技创新资源的合理分配和高效利用,从而最终实现福建省区域科技创新能力的提升。
[Abstract]:Science and technology innovation platform is a system composed of a series of scientific and technological innovation resources. Through the integration and sharing of resources, it aims to provide continuous and powerful support for science and technology innovation activities. The construction of sci-tech innovation platform is an important part of national and regional innovation system and a necessary way to enhance independent innovation ability. Since the 11th Five-Year Plan, the state and local governments have built a large number of different levels and types of scientific and technological innovation platforms. But at the same time, a large number of scientific and technological innovation platform construction also exposed a lot of problems, platform construction lack of systematization and lack of collaboration between the platform are the more prominent problems. Based on the above background, this paper studies the resource integration of scientific and technological innovation platform in Fujian Province, in order to grasp the current situation of the construction of scientific and technological innovation platform in Fujian Province, and to reveal the problems existing in the construction of scientific and technological innovation platform. Based on the theory of management and integrated management, this paper puts forward the countermeasures and suggestions to promote the integration of science and technology innovation platform resources in Fujian Province, with the ultimate aim of promoting the progress of regional science and technology in Fujian Province. The content of this paper includes four parts: the first part mainly expounds the basic theory of resource integration of sci-tech innovation platform, which provides the theoretical basis for further research. The second part draws lessons from the domestic and foreign scientific and technological innovation platform construction and resource integration practice experience. The third part analyzes the current situation of scientific and technological innovation platform construction in Fujian Province, including: firstly, the basic status of science and technology innovation in Fujian Province, to provide a basic background for the analysis of science and technology innovation platform construction; secondly, This paper analyzes the basic situation of the construction of scientific and technological innovation platform in Fujian Province, and finally, reveals the main problems existing in the construction of scientific and technological innovation platform in Fujian Province. The fourth part puts forward the countermeasures and suggestions of the resource integration of science and technology innovation platform in Fujian Province. First of all, it puts forward the organizational model of resource integration of scientific and technological innovation platform, including the virtual team of R & D platform, the cooperative network of service platform, the linkage system of R & D platform and service platform, and the corresponding management organization. From the aspects of improving the comprehensive quality of the platform, reducing the psychological distance between the platforms and perfecting the environment of resource integration, the paper puts forward some measures to promote the integration of the scientific and technological innovation platform resources. The research results of this paper will help to change the scattered situation of scientific and technological innovation platform in Fujian Province, eliminate the phenomenon of "isolated island" of innovation, and promote the rational allocation and efficient utilization of scientific and technological innovation resources. So that the ultimate realization of Fujian Province regional scientific and technological innovation capacity.
