【摘要】：随着经济全球化、区域一体化进程的不断深入，世界各国经济进入了一个新的发展阶段，为了推动本国经济向更高层次的发展，各个国家正在紧锣密鼓为此做好准备，当然我国也不例外。近年来，我国各级政府一直致力于调整我国产业结构，促进我国产业结构的优化，，努力实现我国产业结构的升级，调整我国的就业结构，使我国经济向更高层次发展。但是，伴随着我国经济的发展，产业结构与就业结构之间发展不一致产生的问题也日渐严重，这不仅阻碍了经济的发展，而且影响到社会的稳定。鉴于此，研究我国产业结构与就业结构之间的协调互动性就显得至关重要。本文第一部分主要界定了论文相关的基本概念，并对我国产业结构与就业结构的协调互动研究的相关文献进行了系统的整理与评述。这一部分的书写主要是想为了了解当今世界学术界关于产业结构与就业结构相互影响的研究现状，并加深对我国产业经济的现状和存在的就业问题的了解。第二部分主要是阐述了古今中外经济学者对产业结构与就业结构互动关系探究所已经成型的科学理论，一方面使得本文有相应的理论作为支撑，另一方面也给分析我国产业结构与就业结构的发展一致性提供写作思路和写作方向，最终对产业结构与就业结构的作用与反作用关系有更深层的了解。第三部分主要探讨了我国产业结构与就业结构的互动性。首先，论述了我国产业结构与就业结构具有作用和反作用关系所必须具有的相关条件；其次，分析了我国产业结构与就业结构互动性的具体特征，即产业结构调整范围扩大与劳动力流动性加强并存、新兴产业的出现和就业形式多样化并存、“产学研相结合”模式日渐盛行；最后，从产业结构调整与就业结构、产业结构调整与劳动力配置、产业结构调整与失业问题、产业转移与劳动力转移等方面具体分析了我国产业结构与就业结构的互动性的特点。这一章的论述使得我国产业结构与就业结构的那种互相影响、互相制约的关系更加形象。第四部分详细论述了我国产业结构与就业结构的协调性。这一章节运用了规范分析与实证分析相结合的方法。最开始，对1978年前后我国的产业结构与就业结构的具体情况进行了阐释。紧接着，根据经过各种努力搜索整理得到的相关产业数字指标和就业数字指标运用图表分析，同时采用就业人口在三大产业中的就业比重、就业结构与产业结构的偏离度等工具深入分析了我国产业结构与就业结构的发展一致性问题。最后，进一步论述了我国产业结构与就业结构失衡的影响因素。第五部分为促进我国产业结构与就业结构协调发展的对策建议。该部分分别从产业结构优化与升级、就业结构改善等方面给出了政策建议。
[Abstract]:With the economic globalization and the deepening of the regional integration process, the world economy has entered a new stage of development. In order to promote the development of their own economies to a higher level, each country is preparing itself for this. Of course, China is no exception. In recent years, our governments at all levels have been committed to adjust our industrial structure, promote the optimization of China's industrial structure, strive to achieve the upgrading of our industrial structure, adjust the employment structure of our country, and make our economy develop to a higher level. However, with the development of our country's economy, the problem of inconsistent development between industrial structure and employment structure is becoming more and more serious, which not only hinders the development of economy, but also affects the stability of society. In view of this, it is very important to study the coordination and interaction between industrial structure and employment structure in China. The first part of this paper mainly defines the basic concepts related to the paper. The related literature on the coordination and interaction between industrial structure and employment structure in China is systematically summarized and reviewed. The main purpose of this part is to understand the current situation of the research on the interaction between industrial structure and employment structure in the world academic circles. And to deepen the understanding of the present situation and the existing employment problems of the industrial economy in China. The second part mainly expounds the scientific theory which has been formed by the economists at home and abroad to explore the interactive relationship between the industrial structure and the employment structure in ancient and modern times. On the one hand, this paper has the corresponding theory as the support, on the other hand, it also provides writing ideas and writing direction for the analysis of the consistency of the development of industrial structure and employment structure in China. Finally, there is a deeper understanding of the relationship between industrial structure and employment structure. The third part mainly discusses the interaction between industrial structure and employment structure. First of all, it discusses the relevant conditions which must be possessed by the relationship between industrial structure and employment structure, and then analyzes the specific characteristics of the interaction between industrial structure and employment structure. That is, the expansion of the scope of industrial structure adjustment and the strengthening of labor mobility, the emergence of emerging industries and the diversification of employment forms, the "combination of industry, education and research" is becoming more and more popular; finally, from the perspective of industrial structure adjustment and employment structure, Industrial structure adjustment and labor force allocation, industrial structure adjustment and unemployment problem, industrial transfer and labor force transfer, etc., have analyzed the interactive characteristics of industrial structure and employment structure in China. The discussion of this chapter makes the relationship between industrial structure and employment structure more vivid. The fourth part discusses the coordination of industrial structure and employment structure in detail. This chapter uses the method of combining normative analysis with empirical analysis. At the beginning, it explains the industrial structure and employment structure of our country before and after 1978. Then, according to various efforts to search and collate the relevant industry figures and employment figures using chart analysis, at the same time using the employed population in the three major industries employment proportion, The development consistency of industrial structure and employment structure in China is deeply analyzed by means of the deviation degree of employment structure and industrial structure. Finally, the paper further discusses the influencing factors of the imbalance between industrial structure and employment structure in China. The fifth part is the countermeasures and suggestions to promote the coordinated development of industrial structure and employment structure in China. In this part, policy suggestions are given from industrial structure optimization and upgrading, employment structure improvement and so on.
