在蒙古国中国企业投资策略的研究

【摘要】：自实施改革开放政策以来,一些有条件的中国企业开始了在蒙古市场上的运作。由于企业的天然逐利性,中国企业对蒙古投资的所有项目都必然以盈利为目的。但是,到境外投资,企业要面临与国内迥异的经营环境。本文首先对蒙古国的投资环境进行“分——总”式的评价,进而对中国企业对蒙古直接投资的现状、影响、问题和风险等进行阐述论证,在此基础上提出中国企业投资蒙古的改进措施。本文的结论主要包括：(1)从世界范围内来看,蒙古的投资环境属于中上等水平,具有高度的发展潜力。但是,蒙古的经济规模较为有限,在制度、发展水平、人力资源等方面存在不足之处。(2)中国企业在蒙古进行直接投资的规模逐年提升,但产业分布不够合理。(3)中国企业在蒙古进行投资,对蒙古国的经济增长、国际收支水平、技术提高、就业问题解决产生了积极影响。(4)中国企业在蒙古进行直接投资时的问题主要有：投资规模有限且产业分布不合理、投资缺乏长远战略、投资企业具有一定的盲目性、缺乏规范约束机制和风险保障机制、相应的人才较为缺乏、两国文化差异产生负面影响等。
[Abstract]:Since the implementation of the reform and opening policy, a number of conditional Chinese enterprises have begun to operate in the Mongolian market. Due to the nature of enterprise profit-driven, all projects invested by Chinese enterprises in Mongolia must be profitable. However, overseas investment, enterprises have to face a very different business environment with the domestic. In this paper, firstly, the investment environment of Mongolia is evaluated in the form of "divide-sum", and then the current situation, influence, problems and risks of Chinese enterprises' direct investment in Mongolia are expounded and demonstrated. On this basis, the improvement measures of Chinese enterprises investing in Mongolia are put forward. The conclusion of this paper mainly includes: (1) the investment environment of Mongolia belongs to the middle and upper level and has a high development potential. However, the economic scale of Mongolia is relatively limited, and there are shortcomings in the aspects of system, level of development, human resources, etc.) the scale of Chinese enterprises' direct investment in Mongolia has increased year by year. However, the distribution of industries is not reasonable. (3) Chinese enterprises invest in Mongolia to increase their economic growth, balance of payments, and technology. When Chinese enterprises make direct investment in Mongolia, the main problems are: the scale of investment is limited, the industrial distribution is unreasonable, the investment lacks long-term strategy, and the investment enterprises have certain blindness. Lack of normative restraint mechanism and risk protection mechanism, the corresponding talent is relatively scarce, the cultural differences between the two countries have a negative impact.
