战略协作伙伴关系下中俄经济融合模式与对策研究

【摘要】：20世纪90年代,国际关系发生了复杂而深刻的改变,国家交往中的政治色彩明显淡化。特别是经济全球化和区域经济一体化趋势的加剧,经济力量在世界政治经济关系中的主导作用日益凸显。近年来,中国和俄罗斯作为两大重要新兴经济体,在世界经济复苏缓慢的国际经济形势下,两国的经济保持了较为稳定的增长,国际地位日益提高。另一方面,中俄关系经过20多年的发展,已经成为世界格局中最为重要的大国关系之一。从最初的“相互视为友好国家”,到“建设性伙伴关系”、“战略协作伙伴关系”,再到近期的“全面战略协作伙伴关系”,中俄关系步入了两国关系历史上最好的时期。面对中国的经济崛起和俄罗斯的大国复兴,以及两国日益提升的双边关系,发达国家试图通过战略遏制削弱中俄两国的影响力。因此,不论是从战略利益,还是从经济利益角度,中俄两国只有深化经济合作,提高两国经济融合水平,才能稳固发展两国全面战略协作伙伴关系。本文首先分析了关于中俄经济合作、中俄战略协作伙伴关系和经济融合的国内外文献,对经济全球化、区域经济一体化等概念进行了界定。在此基础上,结合中俄经济合作的实际情况,本文构建了包括贸易、直接投资和人员等要素在内的中俄经济融合水平的评价指数,并采用熵权法确定各原始指标的权重。基于中俄的贸易融合指标、金融融合度指标、人际交往指标以及经济融合度指数的测算结果,本文分析了中俄两国近十多年来的贸易、金融、人际交往关系和经济融合概况。通过上述测算和分析,本文从经济、政治以及舆论角度对战略协作伙伴关系下影响中俄经济融合的因素进行详细地分析,并提出了互补合作向战略合作转变、创新经济机制模式、主辅式复合型国际合作模式、重视边境延伸腹地合作模式与多边机制框架下中俄战略协作模式。最后,在综合前述研究内容的基础上,提出了战略协作伙伴关系下提升中俄经济融合的对策建议。
[Abstract]:In the 1990 s, the international relations underwent complicated and profound changes, and the political color in national exchanges was obviously diluted. Especially with the increasing trend of economic globalization and regional economic integration, the leading role of economic forces in the world political and economic relations is becoming increasingly prominent. In recent years, China and Russia as two important emerging economies, in the world economic recovery slow international economic situation, the two countries have maintained relatively stable economic growth, the international status is increasing. On the other hand, after more than 20 years of development, Sino-Russian relations have become one of the most important relations in the world. From the initial "mutual view as friendly countries" to "constructive partnership", "strategic cooperative partnership", and the recent "comprehensive strategic cooperative partnership", Sino-Russian relations have entered the best period in the history of bilateral relations. In the face of China's economic rise and the revival of Russia's great powers, as well as rising bilateral relations, developed countries are trying to weaken the influence of China and Russia through strategic containment. Therefore, only by deepening economic cooperation and improving the level of economic integration, can the comprehensive strategic cooperative partnership between China and Russia develop steadily, whether from the angle of strategic interests or from the point of view of economic interests. This paper first analyzes the domestic and foreign literature on Sino-Russian economic cooperation, Sino-Russian strategic cooperative partnership and economic integration, and defines the concepts of economic globalization and regional economic integration. On this basis, combined with the actual situation of Sino-Russian economic cooperation, this paper constructs the evaluation index of the level of Sino-Russian economic integration, including trade, direct investment and personnel, and uses entropy weight method to determine the weights of each original index. Based on the results of the trade convergence index, financial integration index, interpersonal communication index and economic integration index, this paper analyzes the trade, finance, interpersonal relationship and economic integration between China and Russia in the past ten years. Through the above calculation and analysis, this paper makes a detailed analysis of the factors that influence the economic integration of China and Russia under the strategic cooperative partnership from the angle of economy, politics and public opinion, and puts forward the transformation from complementary cooperation to strategic cooperation. Innovating the economic mechanism model, combining the main and auxiliary international cooperation mode, attaching importance to the border extension hinterland cooperation model and the Sino-Russian strategic cooperation mode under the multilateral mechanism framework. Finally, on the basis of the above research contents, the paper puts forward the countermeasures and suggestions to promote the economic integration of China and Russia under the strategic cooperative partnership.
