沿海地区陆域与海洋产业结构协同演进水平及其区域分异研究

【摘要】：海陆协同发展是实现经济社会环境持续健康发展及产业结构升级的有效路径。近年来海洋经济迅速发展，成为众多沿海国家经济发展的新亮点，这不仅解除了陆域经济发展的资源困境，还推动经济强劲增长。同时，海洋与陆域系统是具有不同功能与特征的两类系统，两者之间存在着频繁的物质能量交换，可以形成互补效应，但海陆之间也存在竞争矛盾，这需要统筹海陆一体化发展，避免海陆经济的二元化。产业部门是国民经济的中观层次，海陆一体化发展依赖于海陆产业联动发展，陆域与海洋产业结构的协同发展可以实现海陆产业链的有效整合，促进陆域与海洋产业结构协同升级。沿海地区是陆域与海洋产业协同发展的典型区，而经济发展基础、社会需求结构、制度环境等因素导致产业结构的区域分异，因此，研究沿海地区陆域与海洋产业结构的协同程度及其区域分异对有效开发海洋资源，提高经济增长效率，促进产业结构升级具有重要的参考价值。基于此背景，本文以沿海地区作为研究区域，以陆域与海洋产业结构的协同程度为研究对象，基于1999-2010年的省际统计数据，得到协同程度及区域分异程度：（1）沿海地区整体上陆域与海洋产业结构的协同程度不断增强，但是协同程度的时间差距较大。这同陆域和海洋经济发展、产业结构演进速度的时间差异有关，但也表明海陆联动发展能力越来越强。（2）沿海地区各省市的陆域与海洋产业结构的协同程度存在差异，但是差距具有逐渐缩小的趋势。这与地区间经济基础、区位资源、社会需求结构、制度变迁等因素差异有关，但是区域协调发展战略、技术知识外溢、生产要素流动增强等也在一定程度上会缩小区域差异。最后，，基于上述研究，从整合海陆资源、增强海陆产业关联、加强海陆技术合作、设立海陆综合管理机构、建立地区间合作5个方面提出促进陆域与海洋产业结构协同升级的相关对策。本文的创新之处有以下几个方面：（1）基于区域经济学，产业经济学及演化经济学理论，结合统计学方法，尝试利用结构偏离度与协同演进系数以及极差与标准差指标，并借助聚类分析方法，采用1999-2010年的省际统计数据，从时间和空间两个维度清晰的展现了沿海地区陆域与海洋产业结构协同水平。（2）立足于陆域与海洋的产业结构演进分析，着重陆域与海洋产业结构协同性的时序特征及空间特征，对促进海陆产业关联、海陆产业结构调整，提高经济增长率具有重要的理论与现实意义。
[Abstract]:The cooperative development of land and sea is an effective way to realize the sustainable and healthy development of economic and social environment and the upgrading of industrial structure. In recent years, the rapid development of marine economy has become a new bright spot in the economic development of many coastal countries, which not only relieves the resource dilemma of land economic development, but also promotes the strong economic growth. At the same time, ocean and land systems are two kinds of systems with different functions and characteristics. There are frequent material and energy exchanges between the two systems, which can form complementary effects, but there are also competing contradictions between the sea and land. This needs to coordinate the development of land and sea integration, to avoid the dualization of land and sea economy. The industrial sector is the middle level of the national economy. The integrated development of land and sea depends on the linkage development of land and sea industries. The coordinated development between land and marine industrial structure can realize the effective integration of sea and land industry chain. Promote the coordinated upgrading of land and marine industrial structure. Coastal areas are typical areas where land and marine industries develop in concert. However, the economic development basis, social demand structure, institutional environment and other factors lead to the regional differentiation of industrial structure. The study of the synergy between land and marine industrial structure in coastal areas and its regional differentiation has important reference value for effectively developing marine resources, improving the efficiency of economic growth and promoting the upgrading of industrial structure. Based on this background, this paper takes the coastal area as the research area, takes the synergy degree between the land and marine industries as the research object, based on the inter-provincial statistical data from 1999 to 2010. The degree of synergy and regional differentiation are as follows: (1) the degree of synergy between land and marine industrial structure in coastal areas as a whole is increasing, but the time difference of coordination degree is large. This is related to the time difference in the development of land and marine economy and the speed of industrial structure evolution, but it also shows that the ability of land and land linkage development is becoming stronger and stronger. (2) there are differences in the degree of synergy between land and marine industrial structure among provinces and cities in coastal areas. But the gap is gradually narrowing. This is related to the regional economic base, regional resources, social demand structure, institutional changes and other factors, but regional coordinated development strategy, technological knowledge spillover, production factor flow enhancement and so on will reduce the regional differences to a certain extent. Finally, based on the above research, from the integration of land and sea resources, to strengthen the relationship between land and sea industries, to strengthen the technical cooperation between the sea and land, and to establish a comprehensive management organization of land and sea, Five aspects of inter-regional cooperation are proposed to promote the coordinated upgrading of land and marine industrial structure. The innovations of this paper are as follows: (1) based on the theories of regional economics, industrial economics and evolutionary economics, combined with statistical method, this paper tries to use the index of structural deviation and synergistic evolution coefficient, as well as range and standard deviation. With the help of cluster analysis method and using the inter-provincial statistical data from 1999 to 2010, the paper clearly shows the coordination level between land and marine industrial structure in coastal areas from two dimensions of time and space. (2) the industrial structure evolution analysis based on land and ocean. Focusing on the temporal and spatial characteristics of the synergy between land and marine industrial structure has important theoretical and practical significance in promoting the relationship between land and sea industries, adjusting the industrial structure of land and sea, and increasing the economic growth rate.
