东亚经济体参与区域服务贸易安排的“GATS-”特征研究

【摘要】:本文以东亚经济体参与缔结的25项区域服务贸易安排作为研究样本,并对这些区域服务贸易安排中所包含的"GATS-"承诺表现进行归纳梳理。本文指出在区域服务贸易安排框架下,东亚经济体在对外做出或被动接受"GATS-"承诺时会呈现出四个典型特征。一是东亚经济体对外做出的"GATS-"承诺比率要普遍高于其接受的"GATS-"承诺比率;二是东亚经济体在市场准入方面所做"GATS-"承诺比率要普遍低于国民待遇方面的"GATS-"承诺比率;三是东亚经济体更易于对非东亚经济体做出"GATS-"承诺;四是跟"南南型"区域服务贸易安排比较而言,"GATS-"承诺更易于出现在东亚经济体对外缔结的"南北型"区域服务贸易安排中。通过对上述典型特征的分析,从中获取一系列可供中国借鉴的政策启示。
[Abstract]:This paper takes 25 regional trade arrangements in services concluded by East Asian economies as research samples, and summarizes the performance of GATS- commitments contained in these regional trade arrangements in services. This paper points out that under the framework of regional trade arrangements in services, East Asian economies will show four typical characteristics when they make or passively accept GATS- commitments. One is that the commitment ratio of "GATS-" made by East Asian economies is generally higher than that of "GATS-" which they accept, the other is that the commitment ratio of "GATS-" made by East Asian economies in market access is generally lower than that of "GATS-" in terms of national treatment. Third, East Asian economies are easier to make "GATS-" commitments to non-East Asian economies, and (4) compared with "South-South" regional service trade arrangements, "GATS-" commitments are more likely to appear in "North-South" regional service trade arrangements concluded by East Asian economies. Through the analysis of the above typical characteristics, we can get a series of policy implications for China.
