我国区域创新绩效评价研究

【摘要】:如今知识经济时代,创新在经济社会发展过程中发挥着巨大的推动作用。创新能力已经成为决定一个国家和地区经济增长质量和国际竞争力的关键因素。在经济全球化中,不同区域间的竞争愈加激烈,而区域经济的可持续发展有赖于区域创新系统的构建与完善。区域创新系统是国家创新系统的重要组成单元,必将成为区域经济发展的主要动力,是我国实现经济结构调整和可持续发展的重要基础。为迎接知识经济时代的挑战,实现国民经济科学发展,我国在《2006-2020国家中长期科学和技术发展规划纲要》中提出了要建设“创新型国家”的宏伟目标。我国目前区域创新能力不强,主要是创新投入不足和创新绩效较低两方面的原因。本文主要从创新投入产出的角度对我国区域创新主体和创新系统的绩效进行研究。 本文以我国除西藏外的30个省区市的创新活动为研究对象,在对影响区域创新绩效的因素深入分析的基础上,从投入产出角度构建我国区域创新主体—企业、高等学校、研发机构的创新绩效评价指标体系,并在此基础上构建区域创新系统创新绩效评价指标体系,综合使用数据包络分析法,Malmquist指数法,拉开档次组合评价法来分析我国各区域创新主体和区域创新系统的创新绩效。最后根据实证分析结果,对我国区域创新绩效进行一个系统全面的评价。研究结果表明:我国东、中、西部地区的创新绩效呈明显阶梯状分布,东部地区最高,西部地区最低。无论是对区域创新系统整体还是对各创新主体而言,我国东部地区创新活动的综合效率都要高于中西部地区。创新活动为DEA有效的地区大都集中在东部地区,中西部地区创新活动普遍存在纯技术无效和规模无效。在全要素生产率变动上,东部地区创新活动的全要素生产率稳定增长,其中技术进步的贡献最大,而中西部地区的全要素生产率则出现下滑,除纯技术效率有提高外,中西部地区的创新活动在技术进步、规模效率上都呈下滑态势。创新产出高的地区大都集中在东部地区,这些区域的创新绩效也都较高,而西部地区一半的省市的创新活动处于低绩效低产出水平,这使得各区域特别是东西部之间在创新产出上的差距越来越大。
[Abstract]:Nowadays, in the era of knowledge economy, innovation plays an important role in the process of economic and social development. Innovation ability has become a key factor to determine the quality of economic growth and international competitiveness of a country or region. In the process of economic globalization, the competition among different regions is becoming more and more fierce, and the sustainable development of regional economy depends on the construction and perfection of regional innovation system. Regional innovation system is an important unit of national innovation system, which will become the main driving force of regional economic development and the important foundation of economic structure adjustment and sustainable development in China. In order to meet the challenge of the era of knowledge economy and realize the scientific development of the national economy, China has put forward the grand goal of building an "innovative country" in the outline of the National medium and long term Science and Technology Development Plan 2006-2020. At present, the regional innovation ability is not strong in our country, which is mainly due to the insufficiency of innovation investment and the low innovation performance. This paper studies the performance of regional innovation subject and innovation system in China from the angle of innovation input and output. This paper takes the innovation activities of 30 provinces, autonomous regions and municipalities except Tibet as the research object. Based on the in-depth analysis of the factors affecting the performance of regional innovation, this paper constructs the main body of regional innovation in China from the angle of input and output-enterprises, institutions of higher learning. The index system of innovation performance evaluation of R & D institutions, and on the basis of which the index system of innovation performance evaluation of regional innovation system is constructed, and the Malmquist index method is comprehensively used to analyze the innovation performance of regional innovation system by using data envelopment analysis method. This paper analyzes the innovation performance of regional innovation subject and regional innovation system. Finally, according to the results of empirical analysis, a systematic and comprehensive evaluation of regional innovation performance in China. The results show that the innovation performance of the east, middle and west regions of China is obviously ladder distribution, the eastern region is the highest, and the western region is the lowest. The comprehensive efficiency of innovation activities in the eastern part of China is higher than that in the central and western regions, both for the regional innovation system as a whole and for the main innovators. The innovation activities are mostly concentrated in the eastern regions where DEA is effective, and the innovation activities in the central and western regions are generally ineffective in pure technology and invalid in scale. In the change of total factor productivity, the total factor productivity of innovation activities in the eastern region has increased steadily, among which the technological progress has contributed the most, while the total factor productivity in the central and western regions has declined, except for the improvement of pure technology efficiency. Innovation activities in the central and western regions in technological progress, scale efficiency are declining trend. Most of the regions with high innovation output are concentrated in the east, and the innovation performance of these regions is also relatively high, while the innovation activities of half of the provinces and cities in the western region are at the low level of low performance and low output. This makes the gap between regions, especially between the east and west, in terms of innovation output widening.
