土地利用与产业结构协调发展研究

【摘要】:土地资源是产业经济发展的基础,土地利用特征的变化更与经济发展密切关联。长期以来我国粗放式的经济增长方式造成了土地资源使用的高消耗、低产出,浪费现象很明显,由于现在土地资源供应的刚性约束,促使我们想方设法提高土地利用率,科学合理的进行节约和集约用地,走可持续发展的道路。由此,全面深刻地分析区域土地利用特征与产业结构发展之间的关系,就成为理论和现实都迫切需要解决的问题。 本文通过构建评价体系对正定县产业结构进行评价,然后通过灰色综合关联度计算土地利用状况对于产业结构的贡献度,并通过贡献度来确定土地利用状况评价体系值的计算。通过ARCGIS软件对两个系统做空间自相关的Local MoranI值的计算,来确定各个乡镇两个系统的空间相关性,并对协调性的形成原因作出判断及改进对策。 研究结果表明: (1)土地利用中地均固定资产投资对产业结构影响最大 产业发展必须要建立在一定土地的基础之上,由于土地利用具有大宗金融交易的性质,产业想要发展必须要有较强的融资能力。地均固定资产投资的内涵就是在地区土地上所发展的产业的资金条件,这对于我国目前阶段主要依靠投资拉动是一致的。地均固定投资额增大对于土地资源的集约利用是很大推动作用的。 (2)在产业结构以及土地利用的发展中,在区域中会呈现出相同类型协调度在空间上的集聚性 一个区域产业结构以及土地利用的发展情况,既取决于区域自身的各种内部要素,又与区域内两种系统之间在空间布局有关。究其原因,是因为两种系统都受到区位因素的影响较大,而在协调度上呈现出马太效应,因此要加强政策对其的引导就很必要。 (3)对于区域两个系统空间协调性中,土地系统受政策影响较大,而产业结构则主要受地区历史发展因素影响 这主要是因为我国实行严格的土地使用管理制度,在我国土地的一级市场都在国家的控制之下,国家对于土地使用的性质和结构都有着强大的控制力,而对于产业结构相对来说国家的管制要放松一些,市场对它的影响相对更大。所以双方呈现出不同的发展特点。
[Abstract]:Land resources are the basis of industrial economic development, and the change of land use characteristics is closely related to economic development. For a long time, the extensive economic growth mode of our country has resulted in high consumption, low output and waste of land resources. Because of the rigid constraints of land resources supply, we have to try our best to improve the land utilization ratio. Scientific and rational conservation and intensive land use, take the road of sustainable development. Therefore, the comprehensive and profound analysis of the relationship between the characteristics of regional land use and the development of industrial structure has become an urgent problem to be solved both in theory and in reality. This paper evaluates the industrial structure of Zhengding County by constructing an evaluation system, and then calculates the contribution of land use status to industrial structure by grey comprehensive correlation degree, and determines the value of land use status evaluation system by contribution degree. Through the calculation of Local Moran I value of spatial autocorrelation between two systems by ARCGIS software, the spatial correlation of two systems in towns and villages is determined, and the reason of coordination is judged and improved. The results show that: (1) Land per capita fixed asset investment has the greatest impact on industrial structure in land use, and the development of industry must be based on certain land. Because land use has the nature of large financial transaction, the industry must have strong financing ability to develop. The connotation of local average fixed asset investment is the capital condition of the industry developed on the regional land, which is consistent with the investment pull at present stage in our country. The increase of fixed investment is very important to the intensive utilization of land resources. (2) in the development of industrial structure and land use, In the region there will be the same type of coordination degree agglomeration in space. The development of regional industrial structure and land use depends on various internal elements of the region itself. And in the region between the two systems in the space layout. The reason is that both systems are greatly influenced by location factors, and the Matthew effect appears in the degree of coordination. Therefore, it is necessary to strengthen the guidance of the policy. (3) in the spatial coordination of the two regional systems, The land system is greatly affected by the policy, while the industrial structure is mainly affected by the regional historical development, which is mainly due to the strict land use management system in our country. In our country, the primary market for land is under the control of the state. The state has strong control over the nature and structure of land use, while the industrial structure should be relatively relaxed by the state. The market has a relatively greater impact on it. So the two sides show different development characteristics.
