基于循环经济的包头产业结构优化研究

【摘要】：我国于1999年提出了西部大开发战略，在此背景下内蒙古自治区借助自己的资源优势极大地促进了经济的发展。2011年，内蒙古的生产总值同上年相比提高了约15%，超过了14000亿元。包头市是内蒙古最大的一个工业基地，该市在2011年的生产总值占到全区的22%，，总共3005.4亿元，其中有1237.3亿元属于市规模以上的工业完成增加值。作为一个老工业基地，包头的经济增长模式是典型的传统型的，它非常依赖自然资源，其排放的污染物严重影响着环境。作为解决环境资源的有效途径以及发展现代经济的最佳模式，循环经济的出现并非偶然，全球经济发展所面临巨大环境压力促进了其产生和发展。循环经济在我国传统“资源型”城市的产业结构优化方面提出了一些新的要求。传统经济发展模式所具有的弊端要想得到解决，在调整产业结构的过程中坚持循环经济理念是其必由之路，必须使产业结构体系符合循环经济，并推进其实现高级化及合理化。本文以包头市（该市是典型的“资源型”城市）为例进行分析，研究方法上实现定量与定性、规范经济学与实证经济学的结合，基本思路是将产业结构优化同循环经济发展结合起来，推动该市循环经济的发展以及产业结构的优化。本文首先对产业结构优化理论和循环经济理论的基本内涵、主要原则进行了必要的梳理阐述，形成较完善的理论体系；其次从定性角度分析了包头市资源环境和经济发展的现状，并从三次产业的国民生产总值、劳动力结构和劳动生产率对包头产业结构进行分析，对包头市产业结构合理化和高度化进行了定量的分析，指出包头产业结构存在的问题；然后通过数据包络分析法的CCR模型分析了包头循环经济发展效率以及包头市产业结构协调发展，通过剔除反映资源投入和反映环境代价有关的分析指标实现比较静态分析，更直观的表现出产业结构优化时循环经济的必要性和重要性并得出制约着包头市经济发展的因素。通过SPSS的主成份分析法对包头基于循环经济下的产业结构进行分析，得出了近几年包头产业结构发展受资源和环境的制约，必须发展循环经济。最后，论文给出了包头以循环经济为指导实现产业结构优化的政策建议。
[Abstract]:China put forward the strategy of developing the western region in 1999. Under this background, Inner Mongolia Autonomous region greatly promoted the economic development by virtue of its own advantages of resources. In 2011, the gross domestic product of Inner Mongolia increased by about 15%, more than 1.4 trillion yuan, compared with the previous year. Baotou City is the largest industrial base in Inner Mongolia. In 2011, the city's GDP accounted for 22% of the region, a total of 300.54 billion yuan, of which 123.73 billion yuan belongs to the added value of the industry more than the size of the city. As an old industrial base, Baotou's economic growth model is a typical traditional one. It relies heavily on natural resources, and its pollutants seriously affect the environment. As an effective way to solve the problem of environmental resources and the best mode of developing modern economy, the emergence of circular economy is not accidental. The global economic development is faced with enormous environmental pressure to promote its emergence and development. Circular economy has put forward some new requirements in optimizing the industrial structure of traditional resource-based cities in China. In order to solve the disadvantages of traditional economic development mode, it is necessary to adhere to the concept of circular economy in the process of adjusting industrial structure. It is necessary to make the industrial structure system conform to circular economy, and to promote its realization of higher level and rationalization. This paper takes Baotou City (which is a typical "resource-based" city) as an example to analyze the quantitative and qualitative methods, normalize the combination of economics and empirical economics. The basic idea is to combine the optimization of industrial structure with the development of circular economy to promote the development of circular economy and the optimization of industrial structure. In this paper, the basic connotation and main principles of the industrial structure optimization theory and the circular economy theory are discussed in order to form a perfect theoretical system. Secondly, it analyzes the present situation of Baotou's resources, environment and economic development qualitatively, and analyzes the industrial structure of Baotou from the aspects of gross national product (GNP), labor force structure and labor productivity of three industries. The rationalization and high level of Baotou's industrial structure are analyzed quantitatively, and the problems of Baotou's industrial structure are pointed out. Then the CCR model of data envelopment analysis is used to analyze the development efficiency of Baotou circular economy and the coordinated development of Baotou industrial structure. The static analysis is realized by eliminating the analysis indexes related to resource input and environmental cost. It shows the necessity and importance of circular economy in the optimization of industrial structure and draws the factors that restrict the economic development of Baotou. The industrial structure of Baotou based on circular economy is analyzed by the principal component analysis method of SPSS. It is concluded that the development of Baotou industrial structure is restricted by resources and environment in recent years, so it is necessary to develop circular economy. Finally, the paper gives the policy recommendations of Baotou to optimize the industrial structure under the guidance of circular economy.
