我国产业政策的有效性及其影响因素分析

【摘要】：产业政策以"赶超发达国家的手段"为后发国家所大量运用,是一种典型的政府干预市场行为。自1989年国务院颁布《产业政策大纲》以及《关于当前产业政策要点的决定》以来,24年的时间里我国先后出台并实施了大量的产业政策,但是许多的产业政策逐渐被检验出有效性缺失,甚至对产业发展产生了负面作用。在产业政策制定和政策执行方面所面临的"政府失灵"问题使得我国产业政策被扭曲和异化,呈现出对产业"越调控越失控"的奇怪现象。而在中共十八届三中全会之后,政府将逐渐减少对市场的过分干预并着力于构建健全的市场机制,使市场在资源配置中起决定性作用。这将为制定并实施合理科学有效的产业政策,促进我国产业转型升级和长远发展奠定良好的基础。
[Abstract]:Industrial policy, which is a typical government intervention, is widely used by the developed countries to catch up with the developed countries. Since 1989, when the State Council promulgated the outline of Industrial Policy and the decision on the main points of current Industrial Policy, China has successively promulgated and implemented a large number of industrial policies in the past 24 years. However, many industrial policies are gradually tested for lack of effectiveness, and even have a negative effect on industrial development. The problem of "government failure" in the aspect of industrial policy formulation and policy implementation makes the industrial policy of our country distorted and dissimilated, and presents the strange phenomenon of "getting out of control" as the industry becomes more and more regulated and out of control. After the third Plenary session of the 18th CPC Central Committee, the government will gradually reduce excessive intervention in the market and focus on building a sound market mechanism, so that the market plays a decisive role in the allocation of resources. This will lay a good foundation for the formulation and implementation of rational, scientific and effective industrial policies and the promotion of industrial transformation and upgrading and long-term development in China.
