济南市新型城镇化重点地域产业园区发展研究

【摘要】：走新型城镇化发展理念和道路是新时期中国经济新一轮的增长点，也是未来中国城镇化发展的必然选择。根据新型城镇化发展道路的要求,明确新型城镇化的概念与内涵，以产业的发展作为推动新型城镇化的核心动力，从动力机制方面对城镇化的发展进一步认识。在相关理论借鉴基础上，通过对中外城镇化进程的深入研究，进一步探索了城镇化发展的规律。总结了已有的城镇化实践，获得了宝贵的经验教训，为中国新型城镇化理念和发展道路的提出奠定重要的现实基础。在新型城镇化的要求中，与区域经济学、产业经济学、人文地理学等学科有着深厚的渊源关系。新型城镇化的研究内容涉及广泛，，但都不可否认的是产业的发展是新型城镇化的主要推动动力，本文研究就是在对新型城镇化分析基础上结合济南市城镇化发展现状及产业园区发展现状，分析济南市市域内产业园区产业结构与布局，分析市域内产业园区的存在的问题。在济南市市域范围内界定新型城镇化的重点地域，包括界定新型城镇化重点地域的概念，重点地域满足的条件，进一步选择和评述济南市新型城镇化的重点地域及选择结果。在重点地域的基础上合理筹划产业主题选择及产业园区布局。从济南市产业结构分析，采用区位熵研究方法对济南市与全国产业作对比，结合济南市产业发展现状，总结出作为支柱产业的两大传统产业、三大主导产业，引导未来济南市产业发展方向的四大新兴产业及作为小城镇发展不可或缺的劳动密集型产业为济南市重点产业，在重点产业基础上选择济南市新型城镇化重点地域发展五大产业园区类型及23类产业园区主题。然后根据济南市新型城镇化重点地域的界定与产业园区的主题的选择，在市域范围内提出优化市域产业空间布局对策及市域园区布局。产业园区的发展关键在于能否落实到实际中去，文章最后对产业园区的落地、财政、投资及发展提出创新政策，促使产业园区的合理布局与发展，优化济南市产业空间，促进济南市市域产业融合发展。
[Abstract]:Taking the new concept and road of urbanization is the new growth point of China's economy in the new period, and it is also the inevitable choice for the future development of China's urbanization. According to the requirements of the new urbanization development road, this paper clarifies the concept and connotation of the new urbanization, takes the development of industry as the core motive force to promote the new urbanization, and further understands the development of urbanization from the aspect of dynamic mechanism. On the basis of relevant theories, this paper further explores the law of urbanization development by studying the process of urbanization both at home and abroad. This paper summarizes the existing practice of urbanization, obtains valuable experience and lessons, and lays an important realistic foundation for putting forward the new concept of urbanization and the way of development in China. In the requirements of new urbanization, there are deep relationship with regional economics, industrial economics, humanities geography and so on. The research contents of new urbanization are extensive, but it is undeniable that the development of industry is the main driving force of new urbanization. Based on the analysis of new-type urbanization, this paper analyzes the industrial structure and layout of the industrial park in Jinan city, and analyzes the existing problems of the industrial park in Jinan city. This paper defines the key areas of new-type urbanization within the scope of Jinan city, including the definition of key areas of new-type urbanization, the conditions satisfied by the key regions, and further selects and comments on the key areas and the selection results of new-type urbanization in Jinan. On the basis of the key regions, rational planning of industrial theme selection and industrial park layout. Based on the analysis of the industrial structure of Jinan, this paper compares the industry of Jinan with that of the whole country by using the research method of location entropy, and sums up two traditional industries, three leading industries, which are the pillar industries, combined with the present situation of industry development in Jinan. The four emerging industries that will guide the future development of Jinan's industries and the labor-intensive industries that are indispensable for the development of small towns are the key industries in Jinan. On the basis of key industries, five types of industrial parks and 23 types of industrial parks are selected for the development of key areas of new urbanization in Jinan. Then, according to the definition of the key areas of new urbanization and the choice of the theme of the industrial park, the countermeasures of optimizing the spatial layout of the industry and the layout of the park are put forward in the scope of the city. The key to the development of industrial park lies in whether it can be put into practice. Finally, the article puts forward innovative policies to the landing, finance, investment and development of industrial park, so as to promote the rational layout and development of industrial park and optimize the industrial space of Jinan. We will promote the integration and development of Jinan's municipal industries.
