江浙两省城乡统筹发展模式比较研究

【摘要】：自从党的十六大提出了以“统筹城乡发展”为首的五个统筹发展战略以来，中国各级政府采取了各种有力措施推动城乡统筹发展，各省份地区在城乡统筹方面也取得较大进展，而地处长三角两翼的江苏和浙江两省在城乡统筹发展方面无疑是走在全国前列的，但是目前针对两省城乡统筹道路进行比较研究文献较少，且现有文献存在较为明显的缺陷比如研究对象过于具体、没有定量分析和数据模型支撑、研究结论过于片面等等。在这种背景下，为更好的利用江浙两省城乡统筹发展道路所取得的经验，，本文将针对江浙两省城乡统筹道路进行一个全面的比较分析。本文立足于区域经济学、发展经济学、政治经济学、计量经济学以及区域可持续发展理论等相关学科的理论基础对江浙两省城乡统筹发展道路进行比较研究。在充分利用经济学经典理论对两省的城乡统筹发展道路进行定性分析的基础上，借管理学、统计学等相关学科的方法，借助Super Decisions、SPSS等软件进行定量分析。本文的主要研究内容是：对有关城乡统筹发展的文献从各个方面包括起源、内涵、原因、障碍和措施等方面做了详细的梳理，在此基础上将有关江浙两省城乡统筹发展道路的文献进行了回顾与简评；构造了包含经济、社会、环境、空间等四大子系统的城乡统筹发展水平评价体系，测算了江浙两省2000—2011年的城乡统筹发展水平并进行对比；利用SPSS软件运用因子分析模型对影响江浙两省城乡统筹发展道路的各种因子进行测算并针对测算结果提出相关政策建议。通过研究本文得到的主要结论为：（1）江浙两省的城乡统筹发展道路虽然存在一致，但是两者仍存在各自特点；（2）江浙两省的城乡统筹发展水平位居全国前列并且总体水平差距不大；（3）江浙两省的城乡统筹道路存在明显差异，江苏省的城乡统筹道路是“在政府主导下的城市带动农村型”的城乡统筹发展道路，而浙江省的城乡统筹道路是“在市场主导下的农村包围城市型”的城乡统筹发展道路。本文通过构建城乡统筹发展水平的评价体系，测算了江浙两省2010—2011年的城乡统筹发展水平，并对两省的城乡统筹发展道路进行了包括定性和定量分析等比较分析，得出了江浙两省城乡统筹道路并不相同的结论并且进一步通过因子分析将两省的城乡统筹发展道路的各自特点进行了归纳，使得江浙两省的城乡统筹发展道路的特点由具体层面上升到了抽象层面，为全国其它省份地区的城乡统筹发展战略提供了参考和建议。
[Abstract]:Since the 16th National Congress of the Party put forward the five overall development strategies headed by "coordinating urban and rural development", Chinese governments at all levels have taken various measures to promote the overall development of urban and rural areas, and various provinces and regions have also made great progress in urban and rural planning. Jiangsu and Zhejiang provinces, which are located on the two flanks of the Yangtze River Delta, are undoubtedly at the forefront of the country in terms of overall urban and rural development, but there are few comparative studies on the urban and rural overall planning roads of the two provinces at present. And the existing literature has obvious defects, such as the research object is too specific, there is no quantitative analysis and data model support, the research conclusion is too one-sided and so on. Under this background, in order to make better use of the experience of the urban and rural overall development of Jiangsu and Zhejiang provinces, this paper will carry out a comprehensive comparative analysis of the urban and rural overall planning roads of Jiangsu and Zhejiang provinces. Based on the theories of regional economics, development economics, political economics, econometrics and the theory of regional sustainable development, this paper makes a comparative study on the urban and rural development of Jiangsu and Zhejiang provinces. On the basis of making full use of the classical theory of economics to qualitatively analyze the development road of urban and rural areas in two provinces, and by using the methods of management, statistics and other related subjects, and with the help of software such as Super decisions and SPSS, the quantitative analysis is carried out. The main research contents of this paper are as follows: the literature on the overall development of urban and rural areas has been combed in detail from various aspects, including origin, connotation, reasons, obstacles and measures, etc. On this basis, the paper reviews and reviews the literature on the road of urban and rural development in Jiangsu and Zhejiang provinces, constructs an evaluation system of urban and rural overall development level, which includes four subsystems: economy, society, environment and space. The urban and rural development level of Jiangsu and Zhejiang provinces from 2000 to 2011 is calculated and compared. This paper uses SPSS software to calculate the factors affecting the overall development of urban and rural areas in Jiangsu and Zhejiang provinces by using factor analysis model and puts forward some relevant policy suggestions on the results of calculation. The main conclusions of this paper are as follows: (1) although the urban and rural development paths of Jiangsu and Zhejiang provinces are consistent, they still have their own characteristics; (2) the urban and rural overall development level of Jiangsu and Zhejiang provinces is in the forefront of the whole country and the overall level gap is not big; (3) there are obvious differences between Jiangsu and Zhejiang provinces in urban and rural overall planning road. The road of urban-rural overall planning in Jiangsu Province is the road of urban-rural overall development "under the guidance of the government", while that of Zhejiang Province is the road of urban-rural overall development "surrounded by the countryside under the market". By constructing an evaluation system of the overall development level of urban and rural areas, this paper estimates the overall development level of urban and rural areas in Jiangsu and Zhejiang provinces in 2010-2011, and makes a comparative analysis of the development paths of urban and rural areas in the two provinces, including qualitative and quantitative analysis, etc. It draws the conclusion that the urban and rural overall planning roads of Jiangsu and Zhejiang provinces are not the same, and further sums up the respective characteristics of the urban and rural overall development roads of the two provinces through factor analysis. The characteristics of the urban and rural overall development of Jiangsu and Zhejiang provinces have been raised from the specific level to the abstract level, which provides a reference and suggestions for other provinces of the country to plan the development strategy of urban and rural areas.
