我国就业结构与产业结构的关系研究

【摘要】:就业是民生之本,关系着一个国家或地区的稳定与发展。实现人口的充分合理的就业,是一个国家或地区经济社会发展的重要目标和职责。就业人口构成合理与否关系到经济能否健康持续地发展。自改革开放以来,我国经济持续高速发展,取得了巨大的成果,而且国民经济的三次产业结构逐步优化,劳动力也逐渐由第一产业向第二产业和第三产业转移,数量可观的农村剩余劳动力和新增劳动了得到了就业安置。但是,我国目前的就业结构还不合理,并且与发达国家之间存在很大的差距,另外,就业结构的转变滞后于产业结构的调整,导致了“结构性失业”,不利于经济健康、持续的发展。本文分析了全国1978-2010年就业结构和产业结构的变动情况,试图从人口经济学角度,从理论上和实证上具体分析了就业结构和产业结构之间的关系,并针对目前我国就业结构与产业结构存在的弊端,为优化就业结构、促进就业结构与产业结构协调发展提出相关政策建议。
[Abstract]:Employment is the foundation of people's livelihood and relates to the stability and development of a country or region. It is an important goal and duty for a country or region to achieve full and reasonable employment. Whether the composition of employed population is reasonable or not is related to the healthy and sustainable development of economy. Since the reform and opening up, China's economy has continued to develop at a high speed, with great achievements. Moreover, the third industrial structure of the national economy has been gradually optimized, and the labor force has been gradually transferred from the primary industry to the secondary industry and the tertiary industry. A considerable number of rural surplus labor and new labor has been placed in employment. However, the current employment structure in China is not reasonable, and there is a big gap between China and the developed countries. In addition, the transformation of the employment structure lags behind the adjustment of industrial structure, which leads to "structural unemployment", which is not conducive to the health of the economy. Sustained development This paper analyzes the changes of employment structure and industrial structure in China from 1978 to 2010, and attempts to analyze the relationship between employment structure and industrial structure from the point of view of population economics, theoretically and empirically. In order to optimize the employment structure and promote the harmonious development of the employment structure and the industrial structure, some policy suggestions are put forward in view of the drawbacks of the employment structure and industrial structure in our country at present.
