产业结构与就业结构协调发展的政策支持体系分析

【摘要】：产业结构与就业结构之间是相互联系和制约的,二者的协调性如何事关我国社会经济发展的大局。当前,产业结构的转型升级不仅是刺激我国经济增长的深层推动力,也是促进我国就业增长的重要途径之一。 就业结构不仅会受到产业结构的制约,还与教育制度、社会保障、分配制度等政策因素息息相关。因此,只有在探索产业结构与就业结构变动规律的基础上制定行之有效的政策支持体系。 本文首先阐述了产业结构和就业结构演变的相关理论并分析了二者相互作用的机理,而后,基于2012年暑期调研的数据,对我国目前产业结构与就业结构的协调性进行了实证分析,试图寻找二者的变动规律,并在此基础上着重阐述了政策因素与产业、就业结构协调性之间的相互作用机制,并对我国目前的公共服务、教育、社会保障等方面的政策内容与模式进行了相应分析,指出了其存在的局限与不足,最终提出了促进产业结构与就业结构协调发展的四维政策支持体系。
[Abstract]:The industrial structure and the employment structure are interrelated and restricted, and the coordination of the two has a bearing on the overall situation of our country's social and economic development. At present, the transformation and upgrading of industrial structure is not only the deep driving force to stimulate the economic growth of our country, but also one of the important ways to promote the growth of employment in our country. Employment structure is not only restricted by industrial structure, but also closely related to educational system, social security, distribution system and other policy factors. Therefore, only on the basis of exploring the changing law of industrial structure and employment structure, an effective policy support system can be established. In this paper, the theory of the evolution of industrial structure and employment structure is first expounded, and the mechanism of their interaction is analyzed. Then, based on the data from the summer survey in 2012, This paper makes an empirical analysis on the coordination of industrial structure and employment structure in China, and tries to find out the law of their changes. On this basis, the paper emphatically expounds the interaction mechanism among policy factors, industry and employment structure coordination. It also analyzes the current policy contents and models of public service, education and social security in China, and points out its limitations and shortcomings. Finally, the four-dimensional policy support system is put forward to promote the harmonious development of industrial structure and employment structure.
