项目后评价在新疆基层发展改革系统中的应用研究

【摘要】:项目后评价作为提高项目决策科学化水平,改进项目管理和提高投资效益的有效手段,早已得到世界各国和国际金融组织越来越广泛的重视与应用。但由于受到各方面因素的制约,项目后评价在新疆基层发展改革系统中推进缓慢。 本研究立足新疆基层发展改革系统现有资源条件,建立了一套经过科学论证和实证检验的、适用于新疆基层发展改革系统的项目后评价指标体系和后评价方法。在深入挖掘新疆基层发展改革系统项目管理水平和中央财政资金使用效率低下原因的基础上,完成的主要研究工作如下:1、结合新疆基层发展改革系统项目管理实际,对新疆基层发展改革系统的项目后评价概念、意义、原则、内容、方法、指标体系等进行了概述。2、从项目经济后评价、过程后评价、影响后评价、可持续性后评价4个方面初步构建了包含10个二级指标、26个三级指标的项目后评价指标体系。根据专家调查结果分析了项目后评价指标的合理性,并对初步构建的项目后评价指标体系进行了修正。利用Statistical Package for the Social Science Version20对项目后评价指标重要性专家调查结果进行统计分析,根据统计分析结果对项目后评价指标体系的结构进行验证性的因子分析和信度检验。3、利用项目后评价指标体系中的26个三级指标,对新疆XX县“以工代赈”项目进行后评价。根据项目后评价指标相对重要性专家调查结果,用层次分析法确定项目后评价各指标权重;用基于模糊数学的综合评价方法对新疆基层发展改革系统的专家打分进行处理,得到综合评价结果;根据最大隶属度原则,对项目综合评价结果进行分析。项目后评价定性分析与定量分析的结果对比表明了所建项目后评价指标体系和项目后评价方法的合理性和实用性。 本研究对于新疆基层发展改革系统开展项目后评价,提高新疆基层发展改革系统项目管理水平和中央财政资金使用效率具有实际应用价值。
[Abstract]:As an effective means to improve the scientific level of project decision-making, improve project management and improve investment efficiency, post-project evaluation has been paid more and more attention and application by countries and international financial organizations all over the world. However, due to the constraints of various factors, the post-project evaluation in Xinjiang grass-roots development reform system is slow to advance. Based on the existing resource conditions of Xinjiang grass-roots development reform system, this study has established a set of post-evaluation index system and post-evaluation method suitable for Xinjiang grass-roots development reform system after scientific demonstration and empirical test. On the basis of digging deeply into the reasons for the low project management level of the grass-roots development reform system in Xinjiang and the inefficient use of the central financial funds, the main research work completed is as follows: 1, combined with the actual project management of the grass-roots development reform system in Xinjiang, This paper summarizes the concept, significance, principle, content, method, index system and so on of the post-project evaluation of Xinjiang grass-roots development reform system, from the aspects of post-evaluation of project economy, post-evaluation of process, post-evaluation of impact, etc. In the four aspects of sustainability post-evaluation, a project post-evaluation index system consisting of 10 secondary indicators and 26 third-level indexes was constructed. According to the results of the expert investigation, the rationality of the post-project evaluation index is analyzed, and the preliminary construction of the post-project evaluation index system is revised. Using Statistical Package for the Social Science Version20 to analyze the results of the expert survey on the importance of the project post-evaluation index, According to the results of statistical analysis, the structure of the project post-evaluation index system was verified by factor analysis and reliability test. The post-evaluation was carried out by using 26 third-level indexes in the post-project evaluation index system of XX County in Xinjiang. According to the results of the expert investigation on the relative importance of the post-project evaluation index, the weight of each index of the post-project evaluation is determined by the Analytic hierarchy process (AHP), and the comprehensive evaluation method based on fuzzy mathematics is used to deal with the expert score of the grass-roots development reform system in Xinjiang. According to the principle of maximum membership degree, the comprehensive evaluation results of the project are analyzed. The results of qualitative analysis and quantitative analysis show the rationality and practicability of the index system and the method of post-evaluation. This research has practical application value for carrying out project post-evaluation of Xinjiang grass-roots development reform system, improving project management level of Xinjiang grass-roots development reform system and using efficiency of central finance funds.
