生态工业园中产业链优化及评价研究
[Abstract]:In the Eco-industrial Park, the contradiction between economic development and resource environment can be effectively solved by adjusting the industrial structure under the guidance of circular economy and constructing an appropriate industrial chain. In the actual work, the implementer of the planning mainly sets out from the angle of management and economics, and determines the type and development scale of the industrial chain according to the generation mechanism and related characteristics of the industrial chain. And in order to achieve economic benefits blindly pursue the extension and expansion of the industrial chain, resulting in waste of resources and environmental pollution. Therefore, it is of great significance to optimize and evaluate the industrial chain considering the resource and environment constraints in the eco-industrial park. On the basis of expounding and analyzing the basic theories and research methods of industrial chain optimization and evaluation in eco-industrial parks, and guided by the theory of industrial ecology, this paper makes a detailed analysis of the influencing factors and determining principles of industrial chain. According to the local resource characteristics and industrial location of EIP, the industrial chain that may be developed in the industrial park is determined, and the optimization model of economic benefit and pollutant reduction with resource and environment as the constraint condition is established. A data envelope model considering pollutant discharge condition was established to optimize and evaluate the industrial chain quantitatively. Taking an ecological industrial park in Gansu Province as an example, according to the two conditions of establishing all industrial chains and extending industrial chains at one time, the industrial chains that may be developed in the industrial parks are determined, and the models are calculated from the perspective of resource constraints and environmental constraints. The results of model optimization are compared with industrial policy and industrial park planning scale. The results show that the industrial chain of polypropylene, dimethyl ether, calcium carbide and vinyl acetate should be developed under the condition of limited resource availability and environmental capacity, and the development of high energy consumption and high pollution industrial chain such as PVC and polyethylene should be restricted. At the same time, the development of wind power and optoelectronic industry should be encouraged, and the comprehensive utilization of mine drainage should be considered to reduce the limits of power resources and water resources on the development of industrial parks.
