提高菏泽高新区管理水平路径研究

【摘要】:高新技术产业开发区,简称高新区。高新区作为国家“火炬计划”的重要组成部分,已经经过二十多年的发展变化,有的地方的高新区已经发展壮大,有的地方还仅初具规模。截至2012年09月,我国的国家高新区总数达到105家,山东省一共设立14个省级高新区。国家设立高新区的目的是通过发展高新技术产业,带来经济结构的调整,从而改造传统产业。高新区已成为推动产业升级的重要基地和科技创新、体制创新的示范区和“实验田”,是一个国家和地区的最具活力的新经济增长点。国家为了促进高新区的设立及成长,对高新区最重要的职能——吸引投资给予政策优惠,比如划拨土地、实行税收优惠等,高新区通过优惠增长吸引高新技术企业进入。2006年,菏泽高新区成立,其前身是菏泽西开发区,高新区承担了拉动菏泽及周边地区的经济发展的使命,通过廉价劳动力、优惠土地政策、税收政策等的优势通过招商引资,带动菏泽经济发展及就业人口的增加。但是,菏泽市是山东省相对落后的地区,经济发展比较缓慢,特别是高新区作为新事物,由于管理方式上存在很多不足之处,管理水平也相对滞后,出现了不适应高新区持续发展的地方。主要表现在高新区管理机构招商模式缺少创新、投资环境有待优化、社会中介服务职能较弱等方面。近年来,随着我国土地资源越来越紧缺,国家和省政府针对高新区实施的政策优惠也逐渐减少。如何才能提高管理水平、实现菏泽高新技术产业开发区在新形势下的可持续健康发展,是我们当今面临的一个突出问题。本文认为,适应高新区发展的管理方式和体制是保障高新区健康可持续发展的基础和关键。本文试图在理论研究上,将开发区管委会管理方式和管理体制存在的问题分为两个方面进行分析:对企业的管理中表现出的不足的地方;对自身的管理中出现的不适应高新区发展的问题。最后分析了菏泽高新区管委会提高管理水平的必要性,并提出菏泽高新区管理水平提高的可操作性的建议。
[Abstract]:High-tech industrial development zone, short for high-tech zone. High-tech zones, as an important part of the National Torch Plan, have undergone more than 20 years of development and changes. Up to September 2012, the total number of national high-tech zones in China reached 105, and 14 provincial high-tech zones were set up in Shandong Province. The purpose of setting up high-tech zones is to transform traditional industries by developing high-tech industries and bringing about the adjustment of economic structure. High-tech zones have become an important base for promoting industrial upgrading and scientific and technological innovation. The demonstration zones and "experimental fields" for system innovation are the most dynamic new economic growth points in a country and region. In order to promote the establishment and growth of high-tech zones, the state gives preferential policies to attract investment, such as land allocation and tax concessions, which are the most important functions of high-tech zones. High-tech zones attract high-tech enterprises through preferential growth. In 2006, Heze High-tech Zone was established, its predecessor was the Heze West Development Zone. The high-tech zone undertook the mission of promoting the economic development of Heze and its surrounding areas, and through the advantages of cheap labor, preferential land policies, tax policies, etc., through attracting investment, Driving Heze economic development and employment population growth. However, Heze is a relatively backward area in Shandong Province, and its economic development is relatively slow. Especially, as a new thing, the high-tech zone has many deficiencies in its management style and its management level is relatively lagging behind. There is a place that does not adapt to the sustainable development of high-tech zones. It is mainly reflected in the lack of innovation, investment environment to be optimized and the weak function of social intermediary service. In recent years, with the increasing shortage of land resources in China, the preferential policies for high-tech zones implemented by the government and the provincial government are gradually reduced. How to improve the management level and realize the sustainable and healthy development of Heze Hi-tech Industrial Development Zone under the new situation is a prominent problem we are facing today. This paper holds that the management mode and system adapting to the development of high-tech zones are the basis and key to ensure the healthy and sustainable development of high-tech zones. This paper attempts to analyze the problems in the management mode and management system of the Development Zone Management Committee from two aspects: (1) the deficiencies in the management of enterprises; Management of their own problems do not adapt to the development of high-tech zones. Finally, the paper analyzes the necessity of improving the management level of Heze Hi-tech Zone, and puts forward some operable suggestions on how to improve the management level of Heze High-Tech Zone.
