我国公共品供给差异与区域经济增长收敛性研究

【摘要】：1998年以来我国公共支出的增长速度已经超过GDP增速，，“十八大”中更是明确指出，加强社会主义建设应以保障和改善民生为重点，应大力增加教育、医疗、文化等基础设施建设。这些现象都表明，政府加大了对公共品供给的投入，但社会呼声和学界研究仍然聚焦在公共品供给不足这一问题上。一方面是政府支出的高速增长，另一方面却是关于公共品供给不足的严厉批判，导致这一现象的真正原因是公共品供给的区域差异。因此研究我国各地区公共品供给差异与经济增长及其收敛性之间的关系，对于解决我国经济增长中的公共品供给问题和缩小地区发展差距有着重要的理论和实际意义。本文的研究内容主要包括：梳理国内外关于公共品供给与经济增长关系的研究文献及对相关文献作简短的评述；从理论模型上对公共品供给与经济增长的关系进行推导，从机制上分析公共品供给对经济增长的作用，同时还分析了公共品供给对经济增长收敛性的作用机制；利用基尼系数、对数离差均值和泰尔指标对我国各类公共品供给的差异进行测度，总结我国公共品供给差异的变动趋势，并对这种差异进行分解，进一步分析其组内差异和组间差异的变动情况；在理论分析的基础上构建计量模型对我国公共品供给与区域经济增长及其收敛性进行检验，并在检验中考虑了模型的长期经济效应和分地区效应；最后根据本文的理论和实证研究得出本文的结论和政策建议。本文的理论模型推导表明公共品供给对经济增长有促进作用，公共品供给主要通过降低成本、结构化效应、调整政策经济周期和改善环境等方面来影响社会经济增长，公共品供给还从资本、技术和劳动生产率等方面作用于经济收敛；本文的公共品供给差异测度表明，总体上公共品供给差异有所下降，但各类公共品供给差异的变动情况并不相同，区域内差异是未来面临的主要问题；计量检验的结果表明，总体上我国经济增长存在显著的条件β收敛，而分地区检验结果表明东部地区的收敛更加显著；公共品供给对长期经济增长的效应更加显著，部分公共品在东、中、西部地区对经济增长的作用并不相同。
[Abstract]:Since 1998, the growth rate of public expenditure in China has exceeded the growth rate of GDP. In the 18th National Congress, it was clearly pointed out that in strengthening socialist construction, emphasis should be placed on ensuring and improving the people's livelihood, and education and medical treatment should be greatly increased. Cultural and other infrastructure construction. These phenomena indicate that the government has increased its investment in the supply of public goods, but the social voice and academic research still focus on the problem of insufficient supply of public goods. On the one hand, the rapid growth of government expenditure, on the other hand, the severe criticism on the shortage of public goods supply, the real cause of this phenomenon is the regional difference of public goods supply. Therefore, it is of great theoretical and practical significance to study the relationship between the differences in the supply of public goods and the economic growth and its convergence in various regions of China, which is of great theoretical and practical significance in solving the problem of the supply of public goods in China's economic growth and narrowing the gap of regional development. The research content of this paper mainly includes: combing the domestic and foreign research literature on the relationship between public goods supply and economic growth, and making a brief comment on the related literature, and deducing the relationship between public goods supply and economic growth from the theoretical model. This paper analyzes the function of public goods supply on economic growth from the mechanism, and also analyzes the mechanism of public goods supply on the convergence of economic growth. The logarithmic deviation mean and Terre index are used to measure the differences in the supply of various kinds of public goods in China, and the variation trend of the differences in the supply of public goods in China is summarized, and the differences are decomposed. Further analysis of the variation of intra-group and inter-group differences, on the basis of theoretical analysis of the construction of econometric models to test the supply of public goods and regional economic growth and its convergence, The long-term economic effect and regionalization effect of the model are taken into account in the test. Finally, the conclusions and policy suggestions are obtained according to the theoretical and empirical research in this paper. The theoretical model of this paper shows that the supply of public goods can promote the economic growth. The supply of public goods mainly affects the social and economic growth by reducing costs, structuring effects, adjusting the policy economic cycle and improving the environment. Public goods supply also acts on economic convergence from the aspects of capital, technology and labor productivity. However, the variation of the differences in the supply of public goods is not the same, and the regional differences are the main problems in the future. The results of econometric tests show that, in general, the economic growth in China has significant conditional 尾 convergence. The regional test results show that the convergence of the eastern region is more significant, the effect of public goods supply on long-term economic growth is more significant, and some public goods in the east, middle and western regions have different effects on economic growth.
