呼包银榆经济区自我发展能力研究

【摘要】：区域自我发展能力的培育是新时期西部大开发战略的重要突破点。重点经济区是我国西部地区发展的增长极,因此,为了促进西部地区全面发展,缩减东西部发展差距,首先要增强经济区的自我发展能力。本文系统回顾了相关能力理论和城市竞争力理论,并对区域自我发展能力的相关文献进行了述评;然后在前人的基础上,对经济区自我发展能力进行理论构建,区域自我发展能力是指一个区域在没有外部扶持的情况下,完成它所期望的功能和能够达成的更好结果的程度,是区域可以持续发展的真正推动力。物质资本、生态资本、人力资本、知识资本和社会资本是区域自我发展能力的生成条件。本文基于区域自我发展能力生成条件这一角度进行研究,以呼包银榆经济区为对象,进行实证分析呼包银榆经济区自我发展能力。构建了指标评价体系,并进行分析呼包银榆经济区自我发展能力的不足和问题,然后针对性地从弥补五大资本的不足和问题着手,提出增强呼包银榆自我发展能力的培育重点和提升经济区自我发展能力的保障机制。
[Abstract]:The cultivation of regional self-development ability is an important breakthrough point of western development strategy in the new period. The key economic zone is the growth pole of the western region of China. Therefore, in order to promote the overall development of the western region and reduce the gap between the east and the west, it is necessary to strengthen the self-development ability of the economic zone. This paper systematically reviews the theory of relevant competence and the theory of urban competitiveness, and reviews the relevant literature on the ability of regional self-development, and then, on the basis of predecessors, constructs the theory of self-development ability of economic zone. Regional self-development capability refers to the degree to which a region can accomplish its desired function and achieve better results without external support. It is the real driving force of regional sustainable development. Material capital, ecological capital, human capital, knowledge capital and social capital are the conditions of regional self-development ability. Based on the condition of regional self-development ability, this paper analyzes the self-development ability of Hubao Yinyu Economic Zone by taking Hubao Yinyu Economic Zone as an object. The index evaluation system is constructed, and the deficiency and problems of the self-development ability of Hubao Yinyu Economic Zone are analyzed, and then the five major capital deficiencies and problems are made up. This paper puts forward the cultivation focus of enhancing the self-development ability of Hubao Yinyu and the guarantee mechanism of enhancing the self-development ability of economic zone.
