创新驱动湖北发展战略研究

【摘要】：当今时代,创新无处不在,知识创新、技术创新、制度创新、文化创新、管理创新、金融创新、商业模式创新等等,创新已经渗透到经济发展和社会生活的方方面面。创新能力水平也成为衡量国家或地区综合竞争力和经济社会发展水平的重要指标。党的十八大提出实施创新驱动发展战略,国内区域发展已进入以创新为主题的新一轮竞争加速期。全国大部分省份都明确提出建设创新型省份,大幅增加创新投入,引领经济社会发展走上创新驱动之路。湖北作为中部的科教大省和现代工业强省,在中部区域经济体系中有着举足轻重的地位,依托湖北的科教优势,实施创新驱动战略,加快湖北发展,构建中部崛起战略支点,具有重大战略意义。 全文以创新驱动为主线,共分为七个部分。第一章分析了创新驱动发展的背景及研究目的与意义,并对国内外与创新驱动密切相关的经济增长理论和创新理论进行全面总结和梳理。第二章在理论分析的基础上描述了创新驱动内涵和特征,并在内涵分析中提出了创新驱动发展的关键驱动要素：知识、人力资本、制度及文化。第三章和第四章分别联系创新驱动发展的关键驱动要素,分析湖北创新驱动发展的基础及优势,提出湖北在创新驱动发展中面对的关键矛盾。第五章结合湖北创新驱动发展的基础、优势及关键矛盾,设置了湖北实现创新驱动发展的三阶段战略目标,第一阶段是将湖北建设为国家区域科技创新示范省份,第二阶段是建成工业经济条件下的技术创新驱动型省份,第三阶段是实现知识经济条件下的知识创新驱动型省份；并提出湖北创新驱动发展的四大思路转换和两大战略重点：分层次聚焦战略及跨组织协同战略。第六章结合湖北创新驱动发展的战略目标、思路转换及战略重点,提出湖北实现创新驱动发展的四大战略措施；即提升科技创新驱动能力、集聚创新驱动关键人才、完善创新驱动体制机制、培育创新驱动文化环境。第七章,全文总结与展望。概括了全文主要内容,对不足之处和发展之处做出未来展望。
[Abstract]:Nowadays, innovation is ubiquitous, knowledge innovation, technological innovation, institutional innovation, cultural innovation, management innovation, financial innovation, business model innovation and so on. Innovation has permeated all aspects of economic development and social life. The level of innovation ability has also become an important index to measure the comprehensive competitiveness and the level of economic and social development of a country or region. The 18th National Congress of the Communist Party of China put forward the strategy of innovation-driven development, and the domestic regional development has entered a new period of competition acceleration with the theme of innovation. Most provinces in China have clearly proposed to build innovative provinces, increase innovation investment substantially, and lead economic and social development to the road of innovation drive. Hubei, as a big province of science and education in the middle of China and a powerful province of modern industry, plays an important role in the regional economic system of the central region. Relying on Hubei's advantages of science and education, it implements the strategy of innovation-driven, accelerates the development of Hubei, and constructs the strategic fulcrum of the rise of central China. It is of great strategic significance. The full text takes innovation drive as the main line, altogether divides into seven parts. The first chapter analyzes the background, research purpose and significance of innovation-driven development, and summarizes and combs the economic growth theory and innovation theory which are closely related to innovation-driven development at home and abroad. The second chapter describes the connotation and characteristics of innovation-driven development on the basis of theoretical analysis, and puts forward the key driving factors of innovation-driven development: knowledge, human capital, institution and culture. In the third and fourth chapters, the key driving factors of innovation-driven development are analyzed, and the basis and advantages of innovation-driven development in Hubei are analyzed, and the key contradictions in innovation-driven development in Hubei are put forward. The fifth chapter combines the foundation, advantage and key contradiction of Hubei's innovation-driven development, sets up the three-stage strategic goal of realizing the innovation-driven development in Hubei, the first stage is to build Hubei into a national regional model province of scientific and technological innovation. The second stage is to build the province driven by technological innovation under the condition of industrial economy, and the third stage is to realize the province driven by knowledge innovation under the condition of knowledge economy. The paper also puts forward four train of thought transformation and two strategic emphases of Hubei innovation-driven development: hierarchical focusing strategy and cross-organization coordination strategy. The sixth chapter puts forward four strategic measures to realize the innovation-driven development in Hubei, which are promoting the ability of scientific and technological innovation driving, gathering the key talents of innovation-driven development, combining with the strategic objectives, train of thought and strategic emphasis of Hubei innovation-driven development, and puts forward four strategic measures to realize the innovation-driven development in Hubei. We should perfect the mechanism of innovation-driven system and foster an innovation-driven cultural environment. Chapter VII, the full text summary and prospect. This paper summarizes the main contents of the paper, and makes a future outlook on the shortcomings and development.
