基于生态效率的工业园区循环经济评价研究

【摘要】:工业园区作为一种有效的工业组织模式,是产业高度集聚的区域,却也是资源高消耗、环境高污染的场所,在给社会经济发展带来巨大的经济和社会效益的同时,对区域环境造成了极大的影响。因此,开展工业园区循环经济建设,创建生态工业园区成为当代工业园区发展的必然选择。随着我国工业园区循环经济实践的不断推进,为了进一步深化工业园区的循环经济建设,对工业园区循环经济发展水平进行科学的评价已显得十分必要性。本研究从循环经济指标体系构建、权重确定、评价模型选择三个方面来开展工业园区循环经济评价,并将评价体系应用于月城和新桥两个城镇工业集中区,为其他园区循环经济评价提供一定的借鉴。取得的主要结论有: (1)在综合比较各类循环经济评价方法特点的基础上,结合国内外循环经济评价案例研究,认为生态效率分析法是体现循环经济核心思想的适宜评价方法。本研究基于生态效率理念,综合了国内外各类循环经济指标体系,分目标层、准则层和指标层三个层次构架了工业园区循环经济评价指标体系,包括经济发展、资源能源利用率、环境污染控制、物质循环利用四个子系统共12项具体指标。 (2)针对当前工业园区可获得数据量少的现状,从客观性、科学性等原则出发,选用TOPSIS模型作为评价模型。同时选用熵值法作为权重的评定,以避免权重计算过程中主观因素的影响,保障评价结果的准确性。并根据已有的国家标准的指标值、现有的相关政策研究目标值等确定评价指标标准值,分为优、良、中、差四个等级,以评价判断园区的发展状况和发展瓶颈。 (3)搜集整理两个城镇工业集中区的数据和相关发展政策文件,运用本研究构建的评价体系对其进行应用研究。结果显示新桥工业园区与月城工业园区循环经济发展水平处于中度发展水平,而新桥工业园区循环济发展水平相对于月城要高,接近良好水平。通过对各子系统比较及循环经济发展障碍分析可知,月城工业集中区未来循环经济建设应侧重于对环境污染的控制和资源能源利用的改善,而新桥传统行业占绝对比重,应从产业结构升级和调整上改善区域的经济发展和物质循环利用状况。
[Abstract]:As an effective industrial organization model, industrial park is a highly concentrated area, but also a place with high resource consumption and high environmental pollution. It brings enormous economic and social benefits to social and economic development. It has a great impact on the regional environment. Therefore, the construction of circular economy in industrial parks and the establishment of eco-industrial parks have become the inevitable choice for the development of modern industrial parks. With the continuous development of circular economy in industrial parks in China, it is necessary to evaluate the development level of circular economy in industrial parks in order to further deepen the construction of circular economy in industrial parks. In this study, the circular economy index system is constructed, the weight is determined, the evaluation model is selected to carry out the circular economic evaluation of the industrial park, and the evaluation system is applied to the two urban industrial concentration areas of Yuecheng and Xinqiao. For other park circular economy evaluation to provide certain reference. The main conclusions are as follows: (1) on the basis of comprehensive comparison of the characteristics of various kinds of circular economy evaluation methods, combined with the domestic and foreign circular economy evaluation case study, The ecological efficiency analysis method is an appropriate evaluation method to embody the core idea of circular economy. Based on the concept of ecological efficiency, this study integrated all kinds of circular economy index system at home and abroad, divided into three levels: target level, criterion layer and index layer, and set up the evaluation index system of circular economy in industrial park, including economic development. The four subsystems of resource and energy utilization, environmental pollution control and material recycle utilization have 12 specific indexes. (2) in view of the present situation that the industrial park can obtain less data quantity, from the principles of objectivity, science and so on, TOPSIS model is selected as the evaluation model. In order to avoid the influence of subjective factors in weight calculation and ensure the accuracy of the evaluation results, entropy method is chosen as the weight evaluation method at the same time. And according to the index value of the existing national standard, the target value of the existing relevant policy research and so on, the evaluation index standard value is determined, which is divided into four grades: excellent, good, medium and poor. In order to evaluate the development of the park and the bottleneck. (3) collect and organize the data of the two urban industrial concentration areas and related development policy documents, and use the evaluation system constructed in this study to study its application. The results show that the circular economy development level of Xinqiao Industrial Park and Yuecheng Industrial Park is at a moderate level, while the circular economy development level of Xinqiao Industrial Park is higher than that of Yuecheng, which is close to a good level. By comparing the subsystems and analyzing the obstacles to the development of circular economy, we can see that the future construction of circular economy in Yuecheng industrial concentration area should focus on the control of environmental pollution and the improvement of the utilization of resources and energy, while the traditional industry of Xinqiao occupies an absolute proportion. The regional economic development and material recycling should be improved by upgrading and adjusting the industrial structure.
