统筹城乡发展的逻辑及其对策选择

【摘要】：统筹城乡发展是科学发展观的根本要求,也是经济社会发展的内在规律,同时是我国解决“三农”问题,全面建设小康社会,维持社会稳定、国家长治久安的根本战略。统筹城乡发展是一项牵动全局的重大工程,其战略目标是通过城镇化推动我国我国从“转型中国家”向“城镇化国家”过渡,最终实现城乡一体化,即：城乡经济发展一体化；城乡社会事业发展一体化；城乡居民生活发展一体化；城乡制度发展一体化；城乡生态环境发展一体化。然而实现城乡统筹发展面临着诸多问题,主要有：重城市轻乡村的思想观念；城乡资源配置的不平衡；城乡基本公共服务的不均等；城乡居民权利的不平等。这些问题的出现有其深层次的原因,一是“传统追赶战略”思维的偏颇；二是城乡规划制度的失调；三是财政体制与制度的失重；四是城乡管理体制与制度的歧视。分析原因之后,要采取积极有效的策略来应对,一是要明确统筹城乡发展的基本原则：政府主导、农民主体、改革推动；工业化、城镇化与农业现代化同步发展；政策引导、社会参与；因地制宜、协调推进。二是要改革城乡发展的总体思路：注重顶层设计；注重改革创新；构建民主政治；寻求载体支持。三是要制定统筹城乡发展的基本对策：坚持发展战略的系统性和综合性；改革失衡的城乡规划制度；重构城乡基本公共服务均等化的财政分配体制与制度；构建城乡一体化的管理和服务体制与机制。
[Abstract]:Urban and rural development as a whole is the basic requirement of the scientific development view and the inherent law of the economic and social development. It is also the fundamental strategy of solving the "three rural" problems, building a well-off society in an all-round way, maintaining social stability and maintaining the long-term stability of the country. Overall planning of urban and rural development is a major project that affects the overall situation. Its strategic goal is to promote China's transition from "transition country" to "urbanization country" through urbanization, and finally realize the integration of urban and rural areas, that is, the integration of urban and rural economic development; Urban and rural social development integration; urban and rural residents' life development integration; urban and rural system development integration; urban and rural ecological environment development integration. However, the realization of the overall development of urban and rural areas is facing many problems, including: the ideological concept of attaching importance to urban and rural areas, the imbalance in the allocation of urban and rural resources, the inequality of basic public services between urban and rural areas, and the inequality of the rights of urban and rural residents. There are deep reasons for these problems, one is the bias of the thinking of "traditional catch-up strategy", the other is the imbalance of urban and rural planning system, the third is the weightlessness of financial system and system, and the fourth is the discrimination between urban and rural management system and system. After analyzing the reasons, we should adopt positive and effective strategies to deal with the problems. First, we should make clear the basic principles of coordinating urban and rural development: government leading, farmers' main body, reform promotion, industrialization, urbanization and agricultural modernization, and policy guidance. Social participation; suit measures to local conditions, coordinate and push forward. The second is to reform the overall thinking of urban and rural development: pay attention to top-level design; pay attention to reform and innovation; build democratic politics; seek carrier support. The third is to formulate the basic countermeasures of coordinating urban and rural development: insisting on the systematicness and comprehensiveness of development strategy, reforming the unbalanced urban-rural planning system, reconstructing the financial distribution system and system of equalization of urban and rural basic public services; Construct the management and service system and mechanism of urban and rural integration.
