辽宁省能源效率与产业结构高级化相关性研究

【摘要】：“十二五”时期，是辽宁老工业基地全面振兴的重要时期，也是经济结构转型的关键时期。如何抓住和用好重要战略机遇期，开创科学发展的新局面，是辽宁省当下面临的主要问题。提高能源效率与产业结构水平，是能源与经济发展的主要目标，又是推动经济发展模式从粗放型向集约型、从高耗能型向资源节约型转变的重要途径。本文在对辽宁省能源效率与产业结构发展现状分析及评价的基础上，研究了二者之间的数量关系。在对能源效率的评价中，选取全要素能源效率及融合其与单位GDP能耗的能源利用效率评价指标进行研究，并分析辽宁省能源利用效率的空间分布特征与环境因素影响下的能源效率。在对产业结构高级化水平的评价中，通过产业结构高级化指数对辽宁省各市的产业结构高级化发展程度与差异进行分析。在对辽宁省能源效率与产业结构高级化发展整体把握的基础上，进一步分析二者之间的关系。在对辽宁省能源效率与产业结构高级化关系的分析中，本文以实证分析为主，运用因素分解模型、VAR模型及耦合评价模型进行研究。研究结果表明：辽宁省各地区能源效率差异显著，沈阳、大连、鞍山、锦州属于高能效地区，，而低能效高能耗地区集中在辽西北地区与抚顺、本溪等重工业城市。经济发展的双核结构特征与交通网络布局对能源效率空间格局的形成有重要影响。产业结构高级化发展水平较高的地区集中在东南沿海城市。产业结构高度化水平的差异是导致全省各地级市能源效率差异的重要原因。文章最后提出对策建议，通过加速推进低碳社会建设与生态文明建设、积极发展可再生能源调整能源消费结构、大力支持战略性新兴产业、协调区域发展等，最终实现能源与经济的可持续发展。
[Abstract]:The twelfth five-year plan period is an important period for Liaoning's old industrial base to be fully revitalized, and also a key period for economic structural transformation. How to grasp and make good use of the important strategic opportunity period and create a new situation of scientific development is the main problem facing Liaoning Province. Improving energy efficiency and industrial structure is the main goal of energy and economic development, and it is also an important way to promote the economic development model from extensive to intensive, from high-energy consumption to resource-saving. Based on the analysis and evaluation of the present situation of energy efficiency and industrial structure in Liaoning Province, the quantitative relationship between them is studied in this paper. In the evaluation of energy efficiency, we select the energy efficiency of all factors and the energy efficiency evaluation index which combines the energy consumption per unit GDP. The spatial distribution characteristics of energy use efficiency in Liaoning Province and the energy efficiency under the influence of environmental factors are analyzed. In the evaluation of the advanced level of the industrial structure, the degree and difference of the development of the advanced industrial structure in each city of Liaoning Province are analyzed through the index of the advanced level of the industrial structure. Based on the overall understanding of energy efficiency and industrial structure development in Liaoning Province, the relationship between energy efficiency and industrial structure is further analyzed. In the analysis of the relationship between energy efficiency and industrial structure in Liaoning Province, this paper mainly focuses on empirical analysis, using factor decomposition model VAR model and coupling evaluation model to study. The results show that there are significant differences in energy efficiency among different regions in Liaoning Province. Shenyang, Dalian, Anshan and Jinzhou belong to high energy efficiency areas, while low energy efficiency and high energy consumption areas are concentrated in northwest Liaoning and heavy industrial cities such as Fushun and Benxi. The dual core structure of economic development and traffic network layout have important influence on the formation of spatial pattern of energy efficiency. The areas with higher level of industrial structure development are concentrated in southeast coastal cities. The difference of industrial structure is an important reason for the difference of energy efficiency among prefectural cities in the province. Finally, the paper puts forward some countermeasures and suggestions, such as accelerating the construction of low-carbon society and ecological civilization, actively developing renewable energy, adjusting energy consumption structure, vigorously supporting strategic emerging industries, coordinating regional development, etc. Finally, realize the sustainable development of energy and economy.
