中国产业外向度评测指标体系构建与实证研究

【摘要】：改革开放以来,我国经济发展取得了巨大的成就,对外贸易也保持着较高的增长速度,为推动国民经济持续发展作出了重要贡献。在经济全球化的背景下,外贸依存度的跨期研究和国别比较分析愈发受到我国政府部门、管理界和学术界的高度重视,但是对一国经济外向程度的研究依然停留在对整体经济的宏观评测上,并没有建立统一完整的测度指标体系；而且,单纯研究外贸依存度,评价国家是否属于外向型经济发展的实际意义非常有限。由于各个产业的现实发展状况存在极大的差异,不同产业的外向发展程度截然不同,国家制定政策往往要在产业层面上体现,因此只有将外向度指标细化并合理运用到产业层面,对不同产业的外向程度进行相应评测,即建立产业外向度指标体系,才能针对不同产业的特点进行相应的产业结构调整,促进产业持续健康发展。本文借鉴外贸依存度、国际竞争力指数的优化发展,在界定产业外向度概念、构建产业外向度评测指标体系的基础上,通过对我国第一产业、第二产业、第三产业的外贸依存度、贸易竞争力指数、利用外资能力和对外投资实力的全面测度,针对各产业外向度发展中存在的问题进行研究；之后,采用静态分析与动态分析相结合、指标分析与计量分析相结合的方法,对产业外向度指标变化与中国经济增长的关系进行了研究,以期通过对产业外向度指标体系的研究,对调整、优化产业结构,促进经济长期稳定增长提出合理建议。
[Abstract]:Since the reform and opening up, China has made great achievements in economic development, foreign trade has also maintained a higher growth rate, and has made important contributions to the sustainable development of the national economy. Under the background of economic globalization, the intertemporal study of foreign trade dependence and the comparative analysis of countries have been paid more and more attention by the government, management and academic circles of our country. However, the study on the degree of economic extroversion of a country is still focused on the macro evaluation of the overall economy, and it has not established a unified and complete measurement index system; moreover, it simply studies the degree of dependence on foreign trade. The practical significance of evaluating whether a country belongs to an export-oriented economy is very limited. Because there are great differences in the actual development situation of various industries, and the degree of outward development of different industries is very different, national policies often have to be reflected at the industrial level. Therefore, only when the extroversion index is refined and reasonably applied to the industry level, and the extroversion degree of different industries is evaluated accordingly, that is, the index system of industrial extroversion degree can be established, and the corresponding industrial structure adjustment can be made according to the characteristics of different industries. To promote the sustainable and healthy development of the industry. This paper draws lessons from the optimized development of foreign trade dependence and international competitiveness index, on the basis of defining the concept of industrial extroversion and constructing the evaluation index system of industrial extroversion, through the analysis of the primary and secondary industries of our country. The third industry's dependence on foreign trade, trade competitiveness index, the comprehensive measurement of the ability of utilizing foreign capital and the strength of foreign investment to study the problems existing in the development of outward degree of each industry. Then, the combination of static analysis and dynamic analysis is adopted. By combining index analysis with econometric analysis, this paper studies the relationship between the change of industrial extroversion index and China's economic growth, in order to adjust and optimize the industrial structure through the study of the index system of industrial extroversion. Put forward reasonable suggestions to promote long-term and stable economic growth.
