江西省工业园区生态化评价

【摘要】：随着环境的不断恶化，经济增长与资源环境的冲突不断加剧，以工业园区为突破口，追求经济、社会、环境相协调的生态化发展是实现新型工业化和现代化转型的必然选择。因此，在工业园区的发展目标发生生态化的转变的同时，也迫切的需要探索和创新工业园区的生态化评价体系和方法，为衡量、预测、激励工业园区的生态化发展提供依据。本文查阅大量的文献资料，梳理并总结了中国古代生态哲学观、马克思主业生态思想及西方生态理论的研究成果作为生态化理念的理论基础，概括性的阐述了生态化的定义、内涵、核心内容及基本要素。构建了目标层、主准则层、子准则层、变量层四级结构的生态化评价指标体系。其中，工业园区的生态化为目标层，经济生态化、环境生态化和社会生态化为主准则层，工业发展水平，循环经济水平，园区绿化水平、污染治理水平、管理生态化和意识生态化作为子准则层，针对工业园区的特点，参阅大量文献和相关的国际、省级标准，筛选出23项具体的指标作为变量层，按照自上而下的顺序，构建了逻辑连贯，目标明确的工业园区生态化评价指标体系。在此基础上，应用层次分析法确定了工业园区生态化评价指标体系中各项指标的权重，并应用于江西省工业园区的生态化评价中，以江西省10个工业园区为例，计算得到工业园区的生态化综合指数，经济生态化指数、环境生态化主指数、社会生态化指数3个生态化主指数，工业发展水平指数、循环经济水平指数、园区绿化水平指数、污染控制水平指数、管理生态化指数、意识生态化指数6个生态化子指数。并以此为依据，为江西省工业园区的发展提出相应的对策建议。
[Abstract]:With the deterioration of the environment, the conflicts between economic growth and resources and environment are becoming more and more serious. It is the inevitable choice to realize the new industrialization and the modernization transformation by taking the industrial park as the breakthrough point and pursuing the harmonious ecological development of economy, society and environment. Therefore, while the development goal of the industrial park has changed ecologically, it is also urgent to explore and innovate the ecological evaluation system and method of the industrial park, to provide the basis for measuring, predicting and encouraging the ecological development of the industrial park. This paper reviews a large number of documents, combs and summarizes the ancient Chinese ecological philosophy, Marx's ecological thought of main business and the western ecological theory as the theoretical basis of ecological concept, and expounds the definition of ecologicalization in a general way. Connotation, core content and basic elements. The ecological evaluation index system of target layer, main criterion layer, sub-criterion layer and variable level is constructed. Among them, the ecologicalization of industrial parks is the target layer, the ecologicalization of the economy, the ecological environment and society are the main criteria, the level of industrial development, the level of circular economy, the level of park greening, the level of pollution control, According to the characteristics of industrial parks, according to the characteristics of industrial parks, referring to a large number of literature and relevant international and provincial standards, 23 specific indicators were selected as variable layers, in the order of top-down. The ecological evaluation index system of industrial park is constructed with logical continuity and clear goal. On this basis, the weight of each index in the ecological evaluation index system of industrial parks is determined by AHP, and applied to the ecological evaluation of industrial parks in Jiangxi Province, taking 10 industrial parks in Jiangxi Province as an example. The ecological comprehensive index, the economic ecological index, the main environmental ecological index, the social ecological index, the industrial development level index, the circular economy level index and the green level index of the industrial park are calculated. Pollution control level index, management ecological index, consciousness ecological index 6 ecological sub-index. On the basis of this, the corresponding countermeasures and suggestions are put forward for the development of Jiangxi Industrial Park.
