中国高技术产业发展的空间非均衡特征与极化研究

【摘要】:本文利用1995-2010年中国30个省市高技术产业发展数据,,对我国高技术产业发展的空间非均衡特征与极化进行了经验研究。研究结果表明: (1)在样本考察期内,中国高技术产业发展水平整体上呈现出上升趋势,但各区域内部高技术产业发展的增长幅度及演变过程存在较大差异。(2)利用地理信息系统(GIS)绘制了中国高技术产业发展的地理分布图,结果表明中国高技术产业的发展在空间分布上存在显著的非均衡特征。(3)利用Dagum(1997)提出的基尼系数及其按子群分解方法对中国高技术产业发展的地区差距进行了测度并按地区进行了分解,结果表明,中国高技术产业发展的总体地区差距呈下降趋势;高低分组情况下,组内差距与组间差距呈现出下降趋势,其中组间差距是造成总体地区差距的主要来源,组内差距贡献较小,变化均不明显;区域分组情况下,地区内差距、西部和中部地区间差距呈现出下降趋势,而东部和西部、东部和中部地区间差距则呈现出上升趋势,地区间差距构成了总体地区差距的主要来源,地区间差距贡献率上升,超变密度和地区内差距贡献率下降,表明地区间高技术产业发展出现了明显的界限。(4)构建了高技术产业发展空间分布极化的ER、EGR和LU指数并对中国高技术产业发展的空间极化程度进行了全面测度,结果表明,中国高技术产业发展的极化程度呈现上升趋势。但是由于地域单元的划分不同,极化程度演变的原因也不同。在高低分组情形下,组内聚合程度的上升大于组间对抗程度的下降,在这两种相反力量的共同作用下,中国高技术产业发展的极化程度呈现出上升趋势;在区域分组情形下,由于组内聚合程度和组间对抗程度同时上升,在这两种相同力量的共同作用下,中国高技术产业的极化程度呈现出上升趋势。(5)基于中国高技术产业面板数据模型的影响因素检验结果表明,地区发展水平、产业结构、产业投资及区位条件对中国高技术产业发展具有显著的正向促进作用;基于区域面板数据模型,由于空间条件的不同,地区内高技术产业发展的影响因素作用存在差异。 最后,根据实证研究结果,对全文进行了总结,并从继续保持高技术产业发展的良好趋势、增强产业集聚效应、提升产业的整体竞争力、加强区域间互动与合作、促进区域协调发展相结合等五个方面提出了相关政策建议。
[Abstract]:Based on the data of the development of high-tech industries in 30 provinces and cities of China from 1995 to 2010, this paper makes an empirical study on the spatial disequilibrium and polarization of the development of high-tech industries in China. The results show that: (1) during the period of sample investigation, the development level of China's high-tech industry as a whole shows an upward trend. However, there are great differences in the growth range and evolution process of high-tech industry in different regions. (2) the geographic distribution map of the development of high-tech industry in China is drawn by using geographic information system (GIS). The results show that the development of China's high-tech industry has significant disequilibrium in spatial distribution. (3) using the Gini coefficient and its subgroup decomposition method proposed by Dagum (1997), this paper measures the regional gap of the development of China's high-tech industry. And decomposed by region, The results show that the overall regional gap in the development of China's high-tech industry shows a downward trend, while in the case of high and low grouping, the intra-group gap and inter-group gap show a downward trend, among which the inter-group gap is the main source of the overall regional disparity. In the case of regional grouping, the gap within the region and the gap between the western and central regions showed a downward trend, while in the east and west, the gap between the eastern and central regions showed an upward trend, and the difference between the eastern and the central regions showed an upward trend, while the difference between the eastern and western regions and the eastern and central regions showed an upward trend. The regional disparity constitutes the main source of the overall regional disparity. The contribution rate of the inter-regional disparity increases, the overvariable density and the intra-regional disparity contribution rate decrease. (4) the ER,EGR and LU indices of spatial distribution polarization of high-tech industries are constructed and the spatial polarization degree of high-tech industries in China is comprehensively measured. The polarization of China's high-tech industry is on the rise. However, due to the different division of regional units, the reasons for the evolution of polarization are also different. In the case of high and low grouping, the degree of intra-group aggregation is greater than that of inter-group confrontation. Under the combined action of these two opposing forces, the degree of polarization of the development of China's high-tech industry shows an upward trend; in the case of regional grouping, the degree of polarization of the development of high-tech industries in China shows an upward trend. Because the degree of intra-group aggregation and inter-group confrontation increased at the same time, under the combined action of the two same forces, The polarization of China's high-tech industry shows an upward trend. (5) based on the panel data model of China's high-tech industry, the test results show that the level of regional development, industrial structure, Industrial investment and location conditions play a significant positive role in promoting the development of high-tech industries in China. Based on the regional panel data model, the factors affecting the development of high-tech industries in different regions are different due to the different spatial conditions. Finally, according to the results of empirical research, this paper summarizes the full text, and continues to maintain the good trend of high-tech industry development, enhance the effect of industrial agglomeration, enhance the overall competitiveness of industry, strengthen inter-regional interaction and cooperation. To promote regional coordinated development and other five aspects of the relevant policy recommendations.
