北京市发展低碳经济的问题与对策研究

【摘要】：近年来，温室气体的大量排放直接导致了全球的气候异常，对环境直接与间接造成了巨大的危害，从历史上看，随着一国经济的高速发展，对本国环境的破坏也会日益加深。中国政府决心不走先污染后治理的老路，国务院制定的规划显示，到2020年我国单位GDP的碳排放比2005年下降40%-45%，并将这一目标纳入“十二五”规划。十八大报告中又将生态文明提升到新的高度，要建设美丽中国，不可否认的路径之一就是发展低碳经济。北京作为首都更肩负着中国发展低碳经济示范作用的责任，通过对北京宏观经济数据与碳排放数据的科学分析，，找出问题并加以解决就显得尤为重要。 本选题是将马克思主义基本原理运用于低碳经济发展这一当前社会热点，围绕北京发展低碳经济的现状及问题以及如何发展具有北京特色的低碳经济这一层面予以展开。首先概括介绍了低碳经济的相关理论，之后阐述科学发展观中统筹人与自然和谐发展的生态哲学意蕴，而马克思主义生态理论是其理论渊源，二者可以在理论和实践上指导我国实现生态文明，而实现的路径之一就是发展低碳经济，进而将低碳经济的理论与中国的发展方向紧密联系起来。阐述北京发展低碳经济的必然性与特殊性以及目前的发展状况与取得的成果，通过数据分析指出北京发展低碳经济过程中存在的几点问题，详细分析问题产生的原因，在上述分析的基础上，针对问题逐一给出具体改进建议。
[Abstract]:In recent years, a large number of greenhouse gas emissions directly lead to the global climate anomalies, directly and indirectly to the environment caused great harm. Historically, with the rapid development of a country's economy, the damage to the national environment will be deepened day by day. The Chinese government is determined not to follow the old path of pollution first and then control. The State Council's plan shows that China's carbon emissions per unit of GDP by 2020 will be 40 to 45 lower than in 2005, and the target will be included in the 12th Five-Year Plan. In the report of the 18th National Congress of the Communist Party of China, one of the undeniable ways to build a beautiful China is to develop a low-carbon economy. As the capital of Beijing, Beijing bears the responsibility of developing low-carbon economy, so it is very important to find out the problems and solve them through the scientific analysis of the macroeconomic data and carbon emission data of Beijing. This topic is to apply the basic principles of Marxism to the development of low-carbon economy, which is the current social focus, around the status quo and problems of the development of low-carbon economy in Beijing and how to develop the low-carbon economy with the characteristics of Beijing. First of all, it introduces the related theories of low-carbon economy, and then expounds the ecological philosophy meaning of coordinating the harmonious development of man and nature in the scientific development view, and Marxist ecological theory is its theoretical origin. Both of them can guide our country to realize ecological civilization theoretically and practically, and one of the ways to realize it is to develop low carbon economy, and then closely link the theory of low carbon economy with the development direction of China. This paper expounds the inevitability and particularity of the development of low carbon economy in Beijing, as well as its present development situation and achievements, points out some problems existing in the process of developing low carbon economy in Beijing through data analysis, and analyzes the causes of the problems in detail. On the basis of the above analysis, specific improvement suggestions are given one by one for the problems.
