内蒙古地区能源消费与经济增长关系的实证研究

【摘要】：能源，作为人类生存和发展的重要物质资源，在整个社会的发展过程中都起着不可或缺的作用，属于关系国家经济命脉和安全的战略物资。随着人类社会的进步，能源越来越凸显了它的重要性。近年来，内蒙古地区的GDP增长率在全国一直处于领先水平，能源消费也一路走高；能源消费与经济增长之间的矛盾日益突出，必将不利于内蒙古经济的持续发展。能源问题已经成为内蒙古地区经济发展中的热点问题。本文旨在对内蒙古地区经济增长与能源消费之间关系进行深入研究。首先，在前人研究的基础上提出内蒙古地区能源消费与经济增长之间的内在关系模型。其次，在理论框架的基础上，综合运用有关计量经济学模型，从内蒙古地区能源消费与经济增长、能源效率与经济增长、能源价格与经济增长三个维度实证研究，，为政府与企业优化调整产业结构提供参考意见和建议。本文的主要结论如下：首先，内蒙古地区存在着从能源消费到经济增长的单向因果关系，并且二者之间是一种长期的均衡关系，说明内蒙古地区仍然是能源消耗型的经济增长模式。其次，煤炭仍然是内蒙古地区支持经济增长的主要能源，而可再生能源所占的位置很少。第三，内蒙古的东、西部地区的区域能源消费与经济增长之间关系存在一定差异。第四，能源效率提高将会促进内蒙古地区经济的增长。最后，存在着从能源价格到经济增长的单向因果关系，即能源价格下降，会导致能源消费增加，从而促进经济增长。基于以上结论，提出了对策建议：调整产业结构，加快发展第三产业；优化能源结构，适当降低煤炭比重；加强技术创新，提高能源利用效率；改革能源定价，传导正确市场信号；明确能源产权，实现区内能源互补；加大环境保护，建立循环经济模式；加强宏观调控，实现政策引导节能；加强国际合作，建立能源安全体系。
[Abstract]:Energy, as an important material resource for the survival and development of human beings, plays an indispensable role in the development of the whole society and belongs to the strategic materials related to the national economic lifeline and security. With the progress of human society, energy is becoming more and more important. In recent years, the growth rate of GDP in Inner Mongolia has been in the leading level and the energy consumption has been going up all the way. The contradiction between energy consumption and economic growth is becoming more and more prominent, which is bound to be unfavorable to the sustainable development of Inner Mongolia economy. Energy problem has become a hot issue in the economic development of Inner Mongolia. The purpose of this paper is to study the relationship between economic growth and energy consumption in Inner Mongolia. Firstly, based on the previous studies, the inner relationship model between energy consumption and economic growth in Inner Mongolia is put forward. Secondly, on the basis of theoretical framework, using econometrics model, the empirical research is carried out from three dimensions of energy consumption and economic growth, energy efficiency and economic growth, energy price and economic growth in Inner Mongolia. For the government and enterprises to optimize and adjust the industrial structure to provide advice and suggestions. The main conclusions of this paper are as follows: first, there is a one-way causal relationship between energy consumption and economic growth in Inner Mongolia, and there is a long-term equilibrium relationship between the two. It shows that Inner Mongolia is still the economic growth model of energy consumption. Second, coal is still the main source of energy to support economic growth in Inner Mongolia, with little renewable energy. Thirdly, there are some differences between the regional energy consumption and economic growth in the east and west of Inner Mongolia. Fourth, the improvement of energy efficiency will promote economic growth in Inner Mongolia. Finally, there is a one-way causality from energy price to economic growth, that is, the decline of energy price will lead to an increase in energy consumption, thus promoting economic growth. Based on the above conclusions, some suggestions are put forward: adjusting the industrial structure, speeding up the development of the tertiary industry, optimizing the energy structure, appropriately reducing the proportion of coal, strengthening technological innovation, improving the efficiency of energy use, reforming energy pricing, Transmission of correct market signals; clear energy property rights to achieve energy complementarity in the region; increase environmental protection, establish a circular economy model; strengthen macro-control, achieve policy guidance energy-saving; strengthen international cooperation, establish energy security system.
