昆明市低碳经济发展现状及策略研究

【摘要】：全球气候持续变暖、能源危机逐步突显以及生态环境不断恶化,严重威胁人类的生存安全。低碳经济正是为了克服这一系列问题和改善人类生存环境而提出的一种全新的发展理念。低碳经济已经成为全球性的经济发展趋势,是实现经济、社会和生态环境可持续发展的必由之路。 本文在总结低碳经济相关概念和评价体系的基础上,深入分析低碳经济的本质,指出技术创新是低碳经济的核心；同时建立全面反映昆明市低碳经济发展水平的综合评价体系,该体系涉及经济、科技、社会和环境等四大方面,包括了25个评价指标。并运用该综合评价体系,采用层次分析法对昆明市2005年至2010年的相关统计数据进行分析评估。评估结果表明,昆明市低碳经济的发展水平整体呈上升势头,但2010年之前仍属于中高碳经济范畴。 本文进一步对造成这一现象的主要原因进行分析,并借鉴国内外低碳经济发展的成功经验,从能源结构、产业结构、城市建设、政策法规和舆论导向等五个方面提出针对性策略,旨在为昆明市加速低碳经济发展提供有益的参考和借鉴。
[Abstract]:The global climate continues to warm, the energy crisis gradually highlights and the ecological environment continues to deteriorate, which seriously threatens the survival and security of human beings. Low-carbon economy is a new development concept to overcome this series of problems and improve human living environment. Low-carbon economy has become a global economic development trend, is the only way to achieve sustainable development of economic, social and ecological environment. On the basis of summarizing the related concepts and evaluation system of low carbon economy, this paper deeply analyzes the essence of low carbon economy, points out that technological innovation is the core of low carbon economy, and establishes a comprehensive evaluation system to reflect the development level of low carbon economy in Kunming. The system covers economic, technological, social and environmental aspects, including 25 evaluation indicators. The comprehensive evaluation system is used to analyze and evaluate the relevant statistical data of Kunming from 2005 to 2010 by analytic hierarchy process (AHP). The evaluation results show that the development level of Kunming's low-carbon economy as a whole is on the rise, but it still belongs to the category of medium-high carbon economy until 2010. This paper further analyzes the main causes of this phenomenon, and draws lessons from the successful experience of the development of low-carbon economy at home and abroad, from the energy structure, industrial structure, urban construction, Policies and regulations and public opinion guidance, such as five aspects of targeted strategies, aimed at accelerating the development of low-carbon economy in Kunming to provide useful reference and reference.
