政策标准、路径与措施:经济转型升级的进一步思考

【摘要】：在增长进入中高速轨道的"新常态"下,加快转型升级、提升实体经济竞争力是经济政策要达到的首要目标。转型升级在实践政策中出现偏向,主要是因为我们对这个概念范畴的内涵理解发生了偏误。当前全面深化改革应以"提高生产率"为政策标准和主线推进经济转型升级,而不是简单地增加研究开发投入,或单纯地推进战略性新兴产业投资,或采取"腾笼换鸟"等手段调整产业结构。以"提高生产率"为导向的经济转型升级,既包含吸引要素流入高端服务业,实现三次产业间资源配置的优化,也包括在制造业内部实现本地化升级、存量调整升级和现有产业的技术改造升级等。政府在转型升级中的有效作为,主要体现为能否为"提高生产率"提供更多的外部经济性,如加强政府投资补基础设施短板、以提高生产率为标准实施混合所有制经济改革、以市场化原则促进企业研发投资、着力构建公共创新平台和大力发展职业技术教育。
[Abstract]:Under the "new normal" that the growth enters the middle and high speed track, it is the primary goal of economic policy to accelerate the transformation and upgrade and enhance the competitiveness of the real economy. The transformation and upgrading is biased in the practical policy, mainly because we misunderstand the connotation of the concept category. At present, comprehensive deepening reform should take "increasing productivity" as the policy standard and main line to promote economic transformation and upgrading, instead of simply increasing investment in research and development, or simply promoting investment in strategic emerging industries. Or to adopt "free cage for bird" and other means to adjust the industrial structure. The economic transformation and upgrading guided by "increasing productivity" includes not only attracting factors to the high-end service industry and optimizing the resource allocation among three industries, but also localizing upgrading within the manufacturing industry. Stock adjustment and upgrading of existing industries and technical upgrading. The effective actions of the government in the transformation and upgrading are mainly reflected in whether it can provide more external economy for "increasing productivity", such as strengthening the government investment to supplement the short board of infrastructure and implementing the mixed ownership economic reform with the criterion of increasing productivity. We should promote R & D investment by market principle, construct public innovation platform and develop vocational and technical education.
