改革开放以来中国扶贫政策发展研究

【摘要】：贫困是世界上所有国家面临的共同难题，它不仅关乎国家的经济发展，更影响国家的政权和社会的稳定，因此，各个国家，不论是政府还是学术界，都对其给予了密切关注。农村扶贫是中国反贫困的重要组成部分。1949年新中国建立以来，，中国政府就从未间断过对农村的扶贫，尤其是1978年改革开放之后，中国的扶贫政策明确了扶贫开发战略，且取得巨大成就。经过30多年的不懈努力，我国的贫困人口基本解决了温饱问题，贫困发生率和贫困人口大为降低。因此，改革开放后我国的扶贫政策的发展很值得关注和研究。本文旨在通过对改革开放后我国政府农村扶贫政策全面、系统的描述，分析其特征，并在此基础上分析当前扶贫政策的新发展及其理论依据，提出未来扶贫政策制定需要注意之处。 首先，本文对改革开放后扶贫政策的发展阶段、国内外的贫困与反贫困理论、扶贫政策的绩效评价和未来设计进行综述。其次，通过厘清贫困的基本概念及贫困标准和测量方法的概述，根据我国的实际情况，回顾了我国改革开放后的农村扶贫政策的阶段演变，并对我国当前的农村扶贫政策的新发展进行了研究。最后，对改革开放后的扶贫政策进行综合评价，并在此基础上就我国未来扶贫政策走向提出建议。
[Abstract]:Poverty is a common problem faced by all countries in the world. It is not only related to the economic development of the country, but also affects the political power and social stability of the country. Therefore, every country, whether the government or the academic circles, has paid close attention to it. Poverty alleviation in rural areas is an important part of China's anti-poverty drive. Since the founding of the people's Republic of China in 1949, the Chinese government has never stopped helping the poor in rural areas. Especially after the reform and opening up in 1978, China's poverty alleviation policy has defined the strategy of poverty alleviation and development. And great achievements have been made. After more than 30 years of unremitting efforts, the poor population has basically solved the problem of food and clothing, and the incidence of poverty and the number of poor people have been greatly reduced. Therefore, after the reform and opening up, the development of poverty reduction policy is worthy of attention and research. The purpose of this paper is to analyze the characteristics of the rural poverty alleviation policy of our country after the reform and opening up, and to analyze the new development of the current poverty alleviation policy and its theoretical basis. Put forward the future poverty reduction policy formulation should pay attention to. First of all, this paper summarizes the development stage of poverty alleviation policy after reform and opening up, the theory of poverty and anti-poverty at home and abroad, the performance evaluation and future design of poverty alleviation policy. Secondly, by clarifying the basic concept of poverty and the overview of poverty standards and measurement methods, and according to the actual situation of our country, this paper reviews the evolution of rural poverty alleviation policy after reform and opening up in China. At the same time, it studies the new development of the current rural poverty alleviation policy in China. Finally, the comprehensive evaluation of poverty alleviation policy after reform and opening up is carried out, and on the basis of this, some suggestions are put forward for the future poverty alleviation policy of our country.
