湖北省技术市场政府治理研究

【摘要】：湖北省是全国开拓技术市场较早的省份，在30年的发展历程中，湖北省技术市场从初步形成到现在的迅速发展，政府在其中起到了积极的推动作用。但是，随着社会主义市场经济体系的逐步建立，湖北省技术市场的发展呈现出诸多问题，湖北省强大的科教实力并没有转化为技术市场的发展优势，湖北省政府治理不足的现象逐步显现，不能很好的适应新的形势与要求。因此研究湖北省技术市场政府治理极为必要。 全文主要分为五个部分：第一，，对研究背景及意义，国内外研究动态，研究内容、方法和创新之处，相关概念进行了介绍。第二，为对湖北省技术市场政府治理进行清晰的认识，对湖北省技术市场的历史衍化、湖北省技术市场政府治理所做的工作及取得的成绩进行了详细的介绍。第三，分析了湖北省技术市场政府治理在政策法规制定、政府管理、中介扶持及技术成果转化中存在的问题。第四，解析了湖北省技术市场政府治理问题存在的原因。第五，基于上述研究，提出健全政策支撑体系、完善技术市场监管、促进科技成果就地转化、扶持技术中介的发展及促进湖北省各地区技术市场协调发展的对策。同时，强调技术市场主体参与技术市场的决策工作，实现多方参与式的现代“治理”。
[Abstract]:Hubei Province is an early province to develop the technology market in the whole country. In the course of 30 years' development, the technology market of Hubei Province has developed rapidly from the initial formation to the present, in which the government has played an active role in promoting it. However, with the gradual establishment of the socialist market economy system, the development of Hubei's technology market presents many problems, and Hubei's powerful scientific and educational strength has not been transformed into a technological market development advantage. The phenomenon of insufficient governance of Hubei provincial government gradually appears, and can not adapt to the new situation and requirements. Therefore, it is very necessary to study the government governance of Hubei technical market. The paper is divided into five parts: first, the research background and significance, domestic and foreign research trends, research content, methods and innovations, related concepts are introduced. Secondly, in order to make a clear understanding of the government governance of the technology market in Hubei Province, the historical evolution of the technology market in Hubei Province, the work done and the achievements made in the governance of the technology market in Hubei Province are introduced in detail. Thirdly, this paper analyzes the problems existing in the government governance of the technology market in Hubei Province in the formulation of policies and regulations, government management, intermediary support and the transformation of technological achievements. Fourth, the analysis of Hubei Province technology market government governance problems exist reasons. Fifthly, based on the above research, the author puts forward the countermeasures of perfecting the policy supporting system, perfecting the supervision of the technology market, promoting the local transformation of the scientific and technological achievements, supporting the development of the technology intermediary and promoting the coordinated development of the technology market in various regions of Hubei Province. At the same time, it emphasizes that the main body of the technology market participates in the decision-making work of the technology market, and realizes the modern "governance" of multi-party participation.
