西藏非公有制经济发展中的人力资源开发研究
[Abstract]:Tibet Autonomous region, located in the hinterland of Qinghai-Tibet Plateau, is the frontier area and plateau area of our country, and it is also one of the areas with the highest density of ethnic minorities. For thousands of years, the people of all ethnic groups on the plateau, with Tibetan as the main body, have written brilliant chapters and created immortal achievements in the process of promoting plateau construction, developing traditional culture and jointly building the history of the motherland. With the cordial care and support of the Party Central Committee and the State Council, and with the strong support of brotherly provinces and autonomous regions, the people of Tibet Autonomous region live and work in peace and contentment. At present, the Tibet Autonomous region is in a new period in which the pace of economic development is the fastest, the political situation is the most stable, and the local people of all ethnic groups enjoy the most abundant achievements in the reform, opening up, and development of the motherland. In the era of regional economy, human resources are regarded as the "first element" of regional economic development, which plays an important role in the allocation efficiency of other relevant economic elements. Tibet has a special geographical location, inconvenient transportation and backward economic development. From the point of view of resources, environment, population and other development factors, the increase of population but not high overall quality, the overall quality of human resources team is too low, which restricts the rapid development of Tibet's economy. Tibet's non-public economy accounts for about half of Tibet's GDP, which is of great strategic significance for Tibet's economic development. At the same time, in order to realize the economic development goals such as the extension of industrial chain, the adjustment of industrial structure and the increase of total economic volume in Tibet, the key lies in the rational allocation of human resources, effective development and institutional guarantee. Therefore, the study of human resources development in the development of Tibet's non-public economy is of great significance and practical significance to the regional economic development of Tibet. Based on the theory and experience of human resources development at home and abroad, on the basis of learning, drawing lessons from and absorbing the relevant research results, this paper uses the research methods of normative analysis and empirical analysis, macro analysis and micro analysis, qualitative analysis and quantitative analysis. The first chapter is the introduction, which mainly introduces the background and significance of the topic, the research status at home and abroad, the research methods used in the paper, as well as the innovation and shortcomings of the article. The second chapter defines the related concepts of human resources development, describes and analyzes the related theories of human resources development and the particularity of non-public economic development. The third chapter describes and summarizes in detail the present situation and existing problems of human resources development in the development of Tibet's non-public economy, and analyzes the factors restricting the development of human resources in Tibet's non-public economy. The fourth chapter is the experience of human resources development in developed countries and the experience of human resources development model in our country. The fifth chapter expounds the key points of human resources development in Tibet's non-public economy development and the corresponding development strategies and policy guarantees, so this chapter constructs the strategic orientation of human resources development in Tibet's non-public economy development, and puts forward some countermeasures and suggestions to promote the development of human resources in Tibet's non-public economy development, hoping to provide reference for the relevant government departments to formulate policies. We will add bricks and tiles to the development of Tibet's non-public sector of the economy.
