积极主动推进更高层次的开放型经济发展

【摘要】：十八届五中全会将"开放"列入五大发展理念之一,发展更高层次的开放型经济是"十三五"规划的重要目标。中国已经具备发展更高层次开放型经济的基础和条件,国际国内经济环境发生重大变化,为开放型经济发展提供了机遇与挑战。新常态下更高层次开放型经济具有新的目标,包括投资贸易更加便利化,生产要素流动性更强,区域经济协调发展营商环境国际化、法治化等目标。实现这些目标需要构建对外开放新高地作为优化区域布局的主要着力点,形成对外开放新体制,全面实行准入前国民待遇加负面清单管理制度,推进"一带一路"建设,深化内地和港澳、大陆和台湾地区合作发展,积极参与全球经济治理等新举措。
[Abstract]:The Fifth Plenary session of the 18th CPC Central Committee listed "openness" as one of the five major development concepts, and the development of a higher level of open economy is an important goal of the 13th five-year Plan. China already has the foundation and conditions for the development of an open economy at a higher level. Great changes have taken place in the international and domestic economic environment, which has provided opportunities and challenges for the development of an open economy. Under the new normal, a higher level of open economy has new goals, including the facilitation of investment and trade, the stronger liquidity of production factors, the coordinated development of regional economy, the internationalization of business environment, the rule of law and so on. To achieve these goals, it is necessary to construct the new highland of opening to the outside world as the main focus of optimizing the regional layout, to form a new system of opening up to the outside world, to comprehensively implement the management system of national treatment plus negative list before admission, to promote the construction of "Belt and Road Initiative", to deepen the cooperative development between the mainland and Hong Kong and Macao, the mainland and Taiwan, and to actively participate in global economic governance.
