陕西省国家级经济技术开发区投资环境评价体系研究

【摘要】：国家级经济技术开发区是由产业、企业和开发区的管理体制、区域环境、政策供给等要素组成的区域系统,经开区的建设在区域经济建设和社会发展中有着重要作用,经开区发展离不开投资环境的建设和持续改善。投资环境是影响企业投资和产业聚集的重要因素,如何对投资环境进行建设评价和改善是经开区建设中的重要问题之一,而投资环境受到经济发展现状、区域发展差异等诸多因素的影响,其评价体系也会发生新的变化。 本文在对投资环境理论及投资环境评价方法进行分析总结的基础上,首先通过对经开区系统中各要素之间关系分析,运用层次分析法建立陕西省国家级经开区投资环境评价指标。陕西省经开区投资环境评价指标体系分为三层三级指标：第一层目标层为投资环境综合评价。第二层准则层有5个因素,分别为发展与效率、基础设施与配套能力、人力资源与社会责任、环境保护与节能减排、技术创新。第三层指标层由22个指标构成。其次通过层次分析法、主成份分析法、因子分析法确定指标的权重,建立陕西省经开区投资环境评价模型。最后利用所建立的评价模型对陕西省三家国家级经开区2011年投资环境相关数据进行分析评价,验证评价结果与各经开区的发展现状一致,并通过对各经开区投资环境评价结果的分析,寻求改善投资环境的突破点,从优化管理模式、提升发展效率、完善创新体系三方面提出投资环境改善建议,从而为经开区管理层决策提供帮助。
[Abstract]:The national economic and technological development zone is a regional system composed of the management system, the regional environment and the policy supply of the industry, the enterprise and the development zone. The investment environment is an important factor that affects the enterprise's investment and the accumulation of the industry, and how to evaluate and improve the investment environment is one of the important problems in the construction of the economy, and the investment environment is affected by many factors such as the current situation of the economic development and the difference of the regional development. New changes will also take place in the evaluation system. Based on the analysis of the investment environment theory and the evaluation method of the investment environment, this paper first, through the analysis of the relationship among the elements in the open area system, uses the analytic hierarchy process to set up the evaluation of the investment environment of the national economy in Shaanxi province. The evaluation index system of the investment environment in the open area of Shaanxi Province is divided into three-level three-level indicators: the first-level target layer is the comprehensive investment environment The second layer has five factors, namely, development and efficiency, infrastructure and supporting capacity, human resources and social responsibility, environmental protection and energy conservation and emission reduction, and technology. The third level indicator layer is composed of 22 indicators secondly, the weight of the index is determined by the level analysis method, the principal component analysis method and the factor analysis method, and the investment environment evaluation in the open area of the Shaanxi province is established Finally, using the established evaluation model to analyze and evaluate the data of the investment environment of the three national economic areas in Shaanxi Province in 2011, the result of the verification is consistent with the development status of each open area, and the result of the evaluation of the investment environment of each area is obtained. The paper analyzes and seeks to improve the investment environment, and puts forward some suggestions to improve the investment environment from the optimization management mode, the improvement of the development efficiency and the improvement of the innovation system, so as to provide the decision-making of the management in the open area.
