民国时期四川省银行与四川经济发展关系研究

【摘要】：中国近代地方银行的产生和发展,反映了当时地方经济发展的内在要求,它与国家银行和一般商业银行共同构成了近代中国的银行体系。与国家银行和一般商业银行不同,地方银行有着自己独特的产生和发展历程,业务范围远超一般商业银行,与地方经济发展的关系极为密切。 作为民国时期四川省内的一家重要地方金融机构,四川省银行对当时的四川经济发展做出过一定贡献。特别是在抗战期间,四川省银行通过遵奉国家金融政策,扩张农工贷款,扶助生产事业,敷设川省金融网,调剂地方金融等,对于增强抗战力量起了一定的积极作用。但受限于外部恶劣的政治、经济形势和自身不可克服的缺陷,这种贡献又是有限度的。研究民国时期四川省银行与四川经济发展的关系,有助于揭示地方银行业与地方实体经济之间的关系。 本文共分为四个部分。第一部分即文章前言部分,介绍了本文的选题背景和意义,以及对已有的关于民国时期四川省银行的研究成果进行简单的归纳、总结,并提出本文可能的创新之处和不足。 第二部分主要将民国时期四川省银行的历史发展和业务经营状况作了简单的梳理。按四川省银行所处的历史时期,将其发展历程分为抗战前、抗战期间和抗战后三个阶段。抗战前的四川省银行刚刚成立不久,资本薄弱,分支机构偏少,业务经营尚未步入正轨；抗战爆发以后,国民政府迁都重庆,四川成为战时的政治、经济中心。沿海沿江的厂矿企业大量内迁给四川省银行的发展创造了有利的外部环境,四川省银行为了适应业务的发展,经过几次改组增资,资本实力扩张快速,组织机构逐渐健全,分支机构增长迅速。但这一时期的四川省银行受到政府影响和控制的现象却越来越严重,发展弊端逐渐显现出来；抗战结束以后,随着国共内战的爆发,国内环境迅速恶化,在严重的通货膨胀环境下,四川省银行的发展呈现日渐衰落之势。 第三部分分析了四川省银行和四川经济发展之间的关系。主要体现在以下几个方面：1、农业方面。四川省银行不仅开办各种形式的农贷业务,还派职员到各地指导组织手工业生产协会,帮助当地农民发展生产。但由于各方面的原因,四川省银行农贷比重始终极小,从而对四川农业发展的贡献有限。2、工商业方面。由于后方根据地的战略地位,发展生产成为战时四川的首要任务,因此四川省银行不仅加大了对生产事业的放款力度,提倡四川省土特产品的生产运销放款,而且还直接投资关系国防民生的工矿企业。除此之外,鉴于小工商业发展困难、获取资金不易等情形,四川省银行通过各种形式的途径积极扶持小工商业。3、财政方面。因为四川省银行所具有的双重职能性质,不可避免的要和四川省政府发生紧密的联系：享有代理省库特权的同时大量资金被用作财政性借垫,对正常的业务开展造成了严重影响。4、货币流通方面。四川省银行的前身——四川地方银行通过发行地钞为统一四川货币创造了有利条件。四川省银行也通过辅币券的发行,缓解了四川金融市场上通货缺乏的困难,为法币在四川的流通提供了便利。但地钞和辅币券均因后期发行过多,又给四川人民造成了沉重损失。5、资金融通方面。四川省银行通过对社会零散资金的吸收以及全川金融网的敷设,有利地推动了四川省的资金融通。 第四部分即文章的结论部分。首先肯定了抗战期间四川省银行对抗战做出的积极贡献,之后通过对四川省银行发展历程的回顾,客观评价其在四川地方经济发展中所起的作用：对四川经济发展做出过一定贡献,但这种贡献是有限度的,与其成立时的宗旨相差甚远。接下来分析产生这种结果的原因,进而得出文章启发性的结论：作为地方性质的银行,要想取得发展,首先要获得自身的独立性,其次便是要结合地方经济的特点,协同共进,才能谋得自身和地方经济的长远发展。
