湖南县域经济转型发展研究

【摘要】：县域经济是一种行政区划型区域经济,它以县城为中心、乡镇为纽带、农村为腹地,涵盖“三农”、兼容城乡,在整个国民经济中举足轻重。2002年11月,党的十六大报告首次提出：“发展农产品加工业,壮大县域经济”。在经济全球化、中部崛起、“泛珠三角”区域合作背景下,经过几十年的发展,湖南县域经济发展取得了可喜的成绩,但同时面临着资源、环境等问题的困扰和束缚,在中央“建设资源节约型、环境友好型社会,实现速度和结构质量效益相统一,经济发展与人口资源环境相协调”的目标要求下,研究湖南如何尽快实现县域经济转型发展,具有非常重要的理论价值和现实意义。本文借鉴管理和经济学理论分析的方法,系统分析了湖南县域经济的发展历程、现实状况和国内外各种典型发展经验,在此基础上,对湖南县域经济发展的模式、路径作了分析,针对研究中发现的一些影响湖南县域经济转型发展的问题提出了系统性的对策建议。第一、简要说明了研究背景及研究意义,对我国及湖南省县域经济发展研究作了综述分析。第二、对县域经济及转型发展进行理论界定,对区域经济发展理论、产业转移理论和相关增长理论等进行了简要阐述,构建了本论文研究的理论支持。第三、考察了湖南县域经济的发展历程和湖南县域经济的主要发展模式。第四、对湖南县域经济的基本状况,发展中面临的困境和产生的原因进行了规范性分析。第五、考察国外主要发达国家县域经济发展做法,总结国内县域经济发展比较好的典型经验,比较研究得出对湖南县域经济转型发展的启示。第六、通过对县域经济转型发展的内涵、特征与要求分析,确定了湖南县域经济转型发展的战略和长效机制,并从经济结构转型、城镇化转型、工业化转型和传统农业转型四个方面进行了阐述。第七、采用2011年湖南省各县市的数据,运用实证分析法衡量湖南省县域经济发展水平,并对县域经济发展状况作了进一步分析。第八、针对湖南县域经济发展整体水平不高,区域间发展不平衡等结构性问题,从匕个方面提出了应对措施：通过对湖南县域经济转型发展的研究,得出以下结论：湖南县域经济发展与发达省份之间仍存在较大差异,省内县域之间发展不平衡。县域经济发展转型应遵循“以改革促创新,以创新催转型,以转型谋发展,以发展惠民生”的战略原则,通过实施“四化两型”转型发展,走依靠区域经济核心增长极辐射力量,从县域经济工业化,农业现代化、城镇化,县域经济结构调整四个方面,建立四大区域经济板块联动机制,改变过去单一县域及城市发展思路,实现县域经济组团发展,充分利用各自的比较优势、特色经济、产业转型升级、城乡一体化方面互补优势,实现全省县域经济全面健康可持续发展。

Based on the analysis of the management and economic theory, this paper systematically analyzes the development history, the reality of the county economy in Hunan and the typical development experiences at home and abroad. On the basis of this, the paper points out the pattern and path of the development of the county economy in Hunan. In the light of the problems found in the research, the paper puts forward some systematic countermeasures for the development of the county-level economic transformation in Hunan In the first part, the background and significance of the research are briefly described, and the research on the economic development of the county and the county of Hunan province is made.
