【摘要】：港口作为一个国家或地区的对外开放门户,不仅是区域参与国际分工与合作的重要依托,同时也是推动港口所在城市乃至周边区域经济社会发展的重要引擎。如何协调港口与城市间的各种互动关系,实现港口与港口城市之间的良性协调发展,是当前港口城市发展面临的一项重要课题。盐城市作为江苏沿海地区的新兴中心城市,近年来积极响应江苏沿海开发战略的实施,不断深化与落实“东向出海”的发展战略,而从2013年开始,盐城市委、市政府便已启动大丰撤市设区工作,并于2015年8月获国务院批准通过,进一步推动了“盐丰一体化”建设。在“盐丰一体化”的背景下,大丰港作为盐城市的主港区,如何推进大丰港与盐城市的协调发展,成为盐城市进一步深化沿海开发战略的一项重要课题。本文主要通过梳理港城协调发展的理论与国内先进地区的经验,科学分析大丰港与盐城市协调发展的现实基础,从港城发展的功能定位、产业互动、空间布局、交通联系、管理体制等五个方面分别提出大丰港与城市协调发展的路径。本文主要包括以下三个部分的内容:第一部分主要是从港城关系研究的角度出发,整理并分析了国内外目前关于港城港城关系研究的现状,阐述港口与城市互动发展的主要理论成果。根据国内外相关文献,结合国内外先进地区港城互动发展成功经验,建立港城协调发展路径选择的框架体系。第二部分是对大丰港与城市协调发展的实证分析,从港城协调发展所涉及的经济互动、空间布局、交通联系以及管理体制等四个方面入手,通过定性和定量的分析方法,分析并总结出大丰港与城市协调发展的现实基础以及面临的机遇与挑战。第三部分是基于港城关系的理论研究以及国内外先进地区港城发展的成功做法,结合大丰港与盐城市协调发展现实基础,从港城与城市的功能关系定位、产业互动发展、空间布局优化、交通体系完善、管理体制改革等五个方面得出大丰港与盐城市协调发展的具体路径。
[Abstract]:As the opening door of a country or region, port is not only an important support for regional participation in international division of labor and cooperation. At the same time, it is also an important engine to promote the economic and social development of the port city and the surrounding region. How to coordinate the interaction between the port and the city and realize the benign coordinated development between the port and the port city. Yancheng, as a new center city of Jiangsu coastal area, has responded positively to the implementation of Jiangsu coastal development strategy in recent years. Deepening and implementing the development strategy of "eastward going to sea" continuously, since 2013, Yancheng municipal party committee and municipal government have started the work of withdrawing Dafeng city into districts, and it was approved by the State Council on August 2015. Under the background of "Yan-feng integration", how to promote the coordinated development of Dafeng Port and Yancheng City as the main port area of Yancheng City. It has become an important topic for the further deepening of coastal development strategy in Yancheng. This paper mainly combs the theory of coordinated development of port and city and the experience of advanced areas in China. Scientific analysis of the reality of the coordinated development of Dafeng Port and Yancheng City, from the port development of the functional positioning, industrial interaction, spatial layout, transportation links. This paper mainly includes the following three parts: the first part is mainly from the perspective of the relationship between port and city. Collate and analyze the current situation of the research on the relationship between port and city at home and abroad, elaborate the main theoretical results of the interaction between port and city, according to the relevant literature at home and abroad. Based on the successful experience of port and city interactive development in advanced areas at home and abroad, this paper sets up a framework system for the choice of coordinated development path between port and city. The second part is an empirical analysis of the coordinated development of Dafeng port and city. From the four aspects of economic interaction, spatial layout, traffic connection and management system involved in the coordinated development of the port and city, the qualitative and quantitative analysis methods are adopted. The third part is based on the theoretical study of the relationship between port and city and the successful practice of port and city development in advanced areas at home and abroad. Combining with the realistic foundation of coordinated development between Dafeng Port and Yancheng City, from the point of view of the function relationship between port city and city, the interactive development of industry, the optimization of space layout and the perfection of transportation system. Management system reform and other five aspects of Dafeng Port and Yancheng coordinated development of the specific path.
