【摘要】：我国高速公路联网收费系统经过多年建设发展,取得了举世瞩目的成绩,全国各地ETC系统覆盖率和用户量都呈现良好的增长态势,ETC已经成为高速公路最重要的收费手段之一。当前ETC的发展进入关键阶段,全国ETC联网建设在交通运输部的带领下全面铺开,随之而来的全国清分结算问题和ETC车道系统应用问题也成为了当期重要的研究课题。本文结合当前高速公路联网收费系统发展形势,针对全国ETC联网收费建设新环境下的典型问题和实际需求,研究制定全国高速公路联网收费系统建设运营方案。全文紧紧围绕全国高速公路联网收费系统,全面剖析和梳理我国高速公路联网收费系统从原来的区域、省域联网收费,到即将完成的全国联网收费,所产生的清分结算问题和面临的各种车道系统应用问题,并以此作为研究主线,研究设计高速公路全国联网收费清分结算体系,以及ETC+军警、省界站ETC+军警和混合ETC+军警三种典型车道应用系统建设运营方案。方案重点解决的问题包括:全国清分结算系统架构研究、跨省交易清分结算方案研究、清分结算识别站点研究和车道应用系统创新。本文研究的重点问题为联网收费通行费的清分,包括多义路径的清分、不同区域的清分、不同运营公司的清分以及不同身份客户的清分,全文设计思路即贯穿以上清分问题。本文对于高速公路联网收费系统的运营研究充分结合了当前全国ETC联网收费建设的大环境,基于实际问题,解决实际需求,全面涉及后台结算系统和前台收费系统,研究成果和结论对于全国ETC联网收费的实际建设和运营具有一定的指导和参考作用。
[Abstract]:After many years of construction and development, China's expressway network toll collection system has achieved remarkable results in the world. The coverage of ETC system and the number of users all over the country are showing a good growth trend. Etc has become one of the most important means of toll collection on freeway. At present, the development of ETC has entered a critical stage. Under the leadership of the Ministry of Transport, the construction of the national ETC network has been fully rolled out. The following problems of national clearing and settlement and the application of ETC driveway system have also become an important research topic in the current period. In view of the typical problems and practical demands in the new environment of national ETC network toll collection construction, this paper studies and formulates the national highway network toll collection system construction and operation plan. Comprehensively analyzing and combing the problems of clearing and settlement and the application of various driveway systems caused by the toll collection system of expressway networking in our country from the original regional and provincial network charges to the national network charges that are about to be completed. Taking this as the main line of study, the paper studies and designs the national network toll collection and settlement system of expressway, as well as the ETC police and police. The construction and operation scheme of three typical driveway application systems of provincial border station ETC and mixed ETC. The key problems of the scheme include: the research on the architecture of the national clearing and settlement system, the research on the inter-provincial transaction score settlement scheme, The key issues of this paper are network toll collection, including polysemous path, different regions. The total design ideas of different operating companies and customers with different identities run through the above problems. The research on the operation of the expressway network toll collection system fully combines the general environment of the current national ETC network toll collection construction. Based on the practical problems, solving the actual demand, the background settlement system and the foreground charge system are fully involved. The research results and conclusions have a certain guidance and reference role for the actual construction and operation of the national ETC network charges.
