肖家山隧道项目质量管理组织结构研究

【摘要】:企业经营的长期性和项目管理的临时性之间的冲突会给工程项目施工企业带来一系列的管理问题。如何从根本上解决这一冲突,结合对项目导向型组织管理理论的学习,建立“将按照项目进行管理作为组织战略”的思想,并通过以“工程施工项目管理流程分析和工作分析”为基础的项目组织结构设计可以很好地协调这一客观存在的冲突。工程项目的质量好坏是一个工程项目基础,这在客观上要求工程项目施工企业在确保按时完成工程施工项目的同时,还要将经营重点集中在项目质量保障和风险集中控制上。为达到这样要求,工程项目施工企业需要建立一套完整的项目管理流程。企业的各项管理活动,包括组织结构设计,都需要以质量为核心管理流程为基础来开展。传统的组织结构设计理论主要是以生产制造类企业为研究对象,虽然其理论存在着一般适用性,但其相关的理论和研究成果并没有细化到针对工程项目施工企业应用的程度。工程项目施工企业的主要产品是工程施工项目,其主要的业务执行方式是项目管理,这种特殊的管理模式有别于一般的直线职能,其组织结构与企业的项目管理模式和知识管理模式的相互影响关系表现得更为显著。因此,在进行工程项目组织结构设计,特别是围绕着以质量为核心的项目组织结构设计的过程中更应该结合企业知识管理、项目管理、质量管理等特殊要求。正是基于以上认识,本文选材水电七局一分局新建沪昆客专列贵州段的肖家山岩溶隧道项目为研究案例,通过系统归纳组织结构设计的相关理论和研究成果,结合肖家山隧道施工建设的管理特点将知识管理、项目管理和质量管理的相关因素融入到本工程项目的质量管理组织结构设计的过程中,提出了一套针对以质量为生存根本的工程项目的组织结构设计方法并进行了实际的运用。通过本文对肖家山隧道项目质量管理组织结构研究,这将对本企业的其他类似工程项目组织结构设计起到一定的指导作用,其价值和意义重大。
[Abstract]:The conflict between the long-term nature of enterprise management and the temporary nature of project management will bring a series of management problems to the project construction enterprise. How to fundamentally solve this conflict, combined with the study of project-oriented organization management theory, to establish the idea of "according to the project management as an organizational strategy", And through the project organization structure design based on the project management flow analysis and work analysis, this objective conflict can be well coordinated. The quality of the project is the foundation of an engineering project, which objectively requires the construction enterprise to ensure the timely completion of the project construction project, but also to focus on the project quality assurance and risk centralized control. In order to meet this requirement, project construction enterprises need to establish a complete set of project management process. All management activities, including organizational structure design, need to be based on quality as the core management process. The traditional theory of organizational structure design mainly takes manufacturing enterprises as the research object. Although its theory has general applicability, its related theories and research results have not been refined to the extent of application to construction enterprises of engineering projects. The main product of the project construction enterprise is the engineering construction project, and its main mode of business execution is project management. This special management mode is different from the general straight line function. The relationship between organization structure and enterprise project management model and knowledge management model is more obvious. Therefore, in the process of engineering project organization structure design, especially around the project organization structure design with quality as the core, we should combine the enterprise knowledge management, project management, quality management and other special requirements. Based on the above understanding, this paper selects the project of Xiaojiashan Karst Tunnel in Guizhou section of Hukunke special train as a case study, through systematically summarizing the relevant theories and research results of organizational structure design. According to the management characteristics of Xiaojiashan tunnel construction, the related factors of knowledge management, project management and quality management are integrated into the process of the quality management organization structure design of the project. This paper puts forward a set of organization structure design method for the engineering project which is based on quality as survival and carries on the practical application. Through the study of the quality management organization structure of Xiaojiashan tunnel project, this paper will play a certain guiding role in the organizational structure design of other similar engineering projects in this enterprise, and its value and significance will be great.
