城市综合客运体系分析与评价研究

【摘要】:随着经济日益发展,居民可支配收入逐步提高,城市机动车保有量和机动化出行需求迅猛增长,给城市客运交通带来了严峻的考验。城市客运交通经常发生乘客换乘不便捷、候车时间长、乘客严重滞留等现象。为了解决这些问题,必须建立一个系统功能完备的城市综合客运体系。然而,城市综合客运体系是否协调发展,还需要构建一套完善的评价指标体系与之相匹配,对其发展情况做出合理评判。但是,目前针对综合客运体系的评价研究范围主要集中在城市内部或者全国整体上,针对城市整体的综合客运体系的研究较少。鉴于此,本文主要针对城市综合客运体系分析与评价研究进行探讨。本文首先对城市综合客运体系的基本概念、组成要素、基本内涵、结构组成以及发展模式等进行了详细的论述。其次针对城市综合客运体系关键问题:发展目标、供需影响因素、城市空间、基础设施建设重点、信息服务、换乘协作、管理体制机制等方面进行详细分析的基础上,构建了城市综合客运体系评价程序框架,主要包括六个步骤:①明确目标及特点;②明确指标体系建立原则与筛选方法;③构建城市综合客运评价指标体系(其中包含了部分指标的量化分级);④评价方法的选择(两种方法确定评价指标权重:层次分析法和基于隶属度集合的熵值权重法);⑤具体评价;⑥评价结果的分析等。最后,以重庆市综合客运体系为例进行运行效果的评价,并针对评价结果进行分析,提出促进重庆市综合客运体系发展的措施。通过本文研究,针对城市综合客运体系运行效能做出正确的评价,为政府相关部门制定符合本地区客运交通发展的重大决策提供参考依据,具有很大的现实和指导意义。
[Abstract]:With the development of economy, the disposable income of residents increases gradually, and the demand for motor vehicle ownership and motorized travel increases rapidly, which brings a severe test to the urban passenger transportation. Urban passenger traffic often occurs the phenomenon of passengers transfer is not convenient, waiting time is long, passengers are seriously stranded, and so on. In order to solve these problems, it is necessary to establish a comprehensive urban passenger transport system with complete system functions. However, whether the urban comprehensive passenger transport system develops harmoniously or not, it is necessary to construct a set of perfect evaluation index system to match it, and make a reasonable judgment on its development. However, at present, the evaluation and research scope of integrated passenger transport system is mainly focused on the urban interior or the whole country, and the research on the integrated passenger transport system of the city as a whole is less. In view of this, this paper mainly discusses the analysis and evaluation of urban comprehensive passenger transport system. In this paper, the basic concept, elements, connotation, structure and development mode of urban integrated passenger transport system are discussed in detail. Secondly, on the basis of detailed analysis of the key issues of urban integrated passenger transport system: development objectives, supply and demand factors, urban space, infrastructure construction focus, information services, transfer cooperation, management system and mechanism, etc. The evaluation procedure framework of urban integrated passenger transport system is constructed, which mainly includes six steps: 1 to define the target and characteristics and 2 to establish the principles and screening methods for establishing the index system; (3) construct the evaluation index system of urban comprehensive passenger transport (which includes the quantitative grading of some indexes) the selection of evaluation method (two methods to determine the weight of evaluation index: analytic hierarchy process and entropy weight based on membership degree set) (5) specific evaluation; 6 Analysis of evaluation results. Finally, taking the integrated passenger transport system of Chongqing as an example, the paper evaluates the operation effect, analyzes the evaluation results, and puts forward some measures to promote the development of the integrated passenger transport system in Chongqing. Through the research of this paper, the author makes a correct evaluation on the operational efficiency of the urban comprehensive passenger transport system, and provides a reference basis for the relevant government departments to make major decisions in line with the development of local passenger transport, which is of great realistic and guiding significance.
