河北省公路工程技术标准体系规划研究

【摘要】:地方标准是国家标准和行业标准的有益补充,是为适应于本地区特有地理、气候、资源等特点而生成的具有指导作用的标准。对于促进本地区的经济、社会及科技的发展具有重要作用。本文首先,在分析公路工程技术标准和标准体系下的各类标准规范及相关资料的基础上,进行实地调研,专家座谈并结合河北省地理、气候、资源等特点,分为了八类,基础勘测类、路线设计类、路面类、路基类、桥梁隧道类、交通工程类、交通安全类、环境保护类,制订了《公路工程技术标准在河北省的适应性分析调查问卷》。其次,分别对河北省现有地方标准、其他省市现有地方标准、河北省相关研究成果进行分析,了解现有情况存在的不足之处,并对其他省市地方标准、河北省相关研究成果进行适应性分析,集思广益、博采众长,对于符合河北省特点的可以引用借鉴。再次,对问卷调研的数据进行统计,并运用SPSS统计软件对数据进行信度、效度分析,以保证问卷的稳定性和可靠性。并提出河北省标准体系的时间序列,用一种改进的TOPSIS法——基于灰色关联的TOPSIS法,对65个问题进行排序并分类。为避免分类划分中,存在的主观因素。对问题进一步进行贝叶斯判别进而,确定65个问题时间序列最后,形成了博采众长、细化升华的具有河北省特点、特色的公路工程标准体系。其包含了河北省现有的地方标准以及未形成标准的技术指南、可以供河北省引用的其他省市现有的地方标准、调查问卷中所涉及的八类65个问题、河北省现有研究成果和专家座谈对问卷未涉及问题进行的补充以及供新技术、新材料、新工艺加入的开放式体系框架部分。
[Abstract]:The local standard is a useful supplement to national standards and industry standards, and a guiding standard for adapting to the unique geographical, climatic and resource characteristics of the region.
