VTS在边防辖区及口岸防控的应用研究
[Abstract]:In order to improve the capability of preventing and cracking down on illegal entry and exit illegal crimes in the port frontier inspection department of our country, this paper further enriches the means of information control of frontier defense, and makes great efforts to solve the problem of supervision of small ship in Anchorage, which consumes a lot of manpower and is difficult to supervise. This subject relies on the research project of "the key Technology of Integrated processing and Interconnection of multiple sources in ship Traffic Management system", which is undertaken by the Ministry of Communications and Transport, and based on the domestic ship Traffic Management system (Vessel Traffic System, VTS),). In order to analyze the technical problems of the application of domestic VTS in the frontier defense field, the paper designs a border Anchorage management information system (Anchorage Management Information System,AMIS), which meets the needs of frontier inspection. The target identification extraction tracking fusion and early warning judgment of small ship carrying stowaways in Anchorage are mainly realized. This paper first introduces the structure of AMIS system, clarifies the requirements of the border department command center for the access of multi-sensor data sources, and gives a brief description and comparison of the function and principle of radar subsystem and AIS system. Secondly, radar digital conversion, various filtering methods, echo point trace condensation technology, echo point aggregation target recognition and anti-jamming combination technology are used to realize the target extraction of small ship in Anchorage. The real-time tracking of small ship in Anchorage is realized through the special processing of small target tracking, and the data fusion between radar and AIS is realized by using multi-source synthesis processing and target information fusion algorithm. According to the requirements of frontier defense, the rules of warning are formulated, and the warning and real time alarm of illegal berthing behavior of ships in Anchorage are realized by setting CPA/TCPA law of guard ring, which is convenient for the front-line officers to attack the illegal behavior quickly and accurately. Finally, based on MATLAB simulation and Visual Studio 2008 programming tools, the simulation analysis and application results of this algorithm are realized, and the accuracy of small target extraction from Anchorage of AMIS system is also discussed. The ability of image recognition and the feasibility of early warning and warning of shipbuilding behavior are evaluated, which proves the practicability of the system in the actual frontier inspection work.
