基于模糊综合评价的惠农政策满意度评价研究——以新疆昌吉地区惠农政策实施为例

【摘要】：惠农政策在农业生产中扮演着辅助支撑的角色,是改善农民生活的有益补充,但目前惠农政策实施效果的研究还没有兼顾到惠农政策的特殊性,因此有必要对惠农政策的农户满意度进行测评研究.以实地调研数据为基础,首先,采用德尔菲法和SPSS构建包含生产补贴、生活保障、生产发展、政策制定、政府行为5个一级测评指标和17个二级测评指标的惠农政策农户满意度评价逻辑层次体系;其次,运用层次分析法计算出评价体系中各层指标的权重,并结合采用模糊综合评价理论对惠农政策满意度状况进行测度;再次,采用模糊综合评价方法对农户满意度进行实证分析,结果表明:昌吉地区农户对惠农政策的满意度达到基本满意水平;最后,采用重要性及其表现分析法,对影响农户满意度的17个变量要素分别进行重要程度和满意程度测评,得出惠农政策在昌吉地区落实中的优势与弱势.针对目前农户满意度状况,提出提高惠农政策满意度的措施.
[Abstract]:The preferential agricultural policy plays a supporting role in agricultural production and is a useful supplement to improve the life of farmers. However, at present, the research on the effect of implementing the policy has not taken into account the particularity of the policy. Therefore, it is necessary to evaluate the farmers' satisfaction with the policy. Based on field research data, first of all, using Delphi method and SPSS to construct production subsidies, livelihood support, production development, and policy formulation. The logical hierarchy system of farmers' satisfaction evaluation of farmers' benefit policy with 5 first-level evaluation indexes and 17 second-level evaluation indexes of government behavior; Secondly, the weight of each index in the evaluation system is calculated by AHP, and the degree of satisfaction of agricultural policy is measured by using fuzzy comprehensive evaluation theory. Thirdly, using the fuzzy comprehensive evaluation method to analyze the farmers' satisfaction degree, the result shows that the satisfaction degree of the farmers in Changji area reaches the basic level of satisfaction; Finally, by using the method of importance and its performance analysis, the importance and satisfaction degree of 17 variables influencing the farmers' satisfaction are evaluated, and the advantages and disadvantages of the policy in the implementation of the policy in Changji are obtained. According to the present situation of farmers' satisfaction, the measures to improve the satisfaction degree of farmers' policy are put forward.
