【摘要】：城市社区基层民主建设是我国基层民主建设的重要内容，也是全面建成小康社会不可或缺的组成部分。随着我国城镇化战略的进一步推进，，积极探索新形势下如何搞好城市社区基层民主建设就显得尤为重要。城市社区基层民主建设的成效很大程度上取决于社区自治组织建设和社区居民参与。因此，社区自治组织建设和社区居民参与问题也逐步成为学术界热议的话题。随着我国各项改革的不断深化，城市基层民主建设也取得了一定的成绩，但在社区自治组织建设方面和社区居民参与方面仍存在一些制约城市社区基层民主建设发展的因素，需要进行更深一步的研究和讨论。本文共分为五部分对马克思主义民主观视域下我国城市社区基层民主建设进行探讨。第一部分绪论，主要对本文的研究目的和意义、研究对象、研究现状、研究方法以及研究难点和创新点进行了阐述；第二部分是对马克思主义关于民主建设理论的概括，主要对马克思民主建设理论的来源、形成脉络、主要内容进行了概括，继而对中国共产党各届领导集体的基层民主建设理论进行了概述；第三部分回顾了我国城市基层民主的发展之路，通过对城市基层民主各时期发展情况的梳理，得出了坚持党的领导；结合实际、循序渐进的推进基层民主建设；在实践中认识规律、把握规律、遵循规律是发展城市基层民主的最宝贵经验；第四部分主要对我国城市社区基层民主建设的现状进行了论述，以南昌市西湖区为例，对我国城市社区基层民主建设的现状进行了调查、访谈，调查中发现，我国城市基层民主建设已取得了一定成绩，但也存在社区自治组织（居委会）行政化管理倾向严重、社区居民民主参与积极性不高、城市社区民主建设的法律法规不够完善等问题。并针对这些问题可能存在的原因进行了简单分析；第五部分是在第四部分的基础上，结合我国城市社区基层民主建设过程中出现的各种问题，提出了加强城市社区基层党组织建设、大力发展基层自治组织、构建保障城市社区基层民主的长效机制、努力推进城市社区基层民主的法制建设等措施，为解决城市社区基层民主建设中出现的种种问题提供理论参考。
[Abstract]:The construction of grass-roots democracy in urban communities is not only an important part of our country's grass-roots democratic construction, but also an indispensable part of building a well-off society in an all-round way. Under the new situation, it is particularly important to explore how to do a good job in the construction of grass-roots democracy in urban communities. To a large extent, the effectiveness of grass-roots democratic construction in urban communities depends on the construction of community autonomous organizations and community residents' participation. The construction of community autonomy organizations and community residents participation has gradually become a hot topic in academic circles. With the deepening of various reforms in China, the urban grass-roots democratic construction has also made certain achievements. However, there are still some factors restricting the development of grass-roots democracy construction in urban communities in the aspects of community autonomy organization construction and community residents' participation, which need to be further studied and discussed. This paper is divided into five parts to explore the construction of grass-roots democracy in urban communities in China from the perspective of Marxist democratic view. The first part is introduction, mainly to the purpose and significance of this study, research object, research status. The research methods, research difficulties and innovation points are expounded. The second part is a summary of Marxist theory on democratic construction, mainly on the source of Marxist theory of democratic construction, forming context, the main content of the summary. Secondly, the basic democratic construction theory of the leading collectives of the Communist Party of China is summarized. The third part reviews the road of the development of urban grass-roots democracy in our country. Through combing the development of urban grass-roots democracy in various periods, the author obtains the leadership of the Party. Combining with reality, we should advance the construction of grass-roots democracy step by step; In practice, it is the most valuable experience to understand the law, grasp the law and follow the law for the development of urban grass-roots democracy; Part 4th mainly discusses the current situation of grass-roots democratic construction in urban communities in China. Taking the Xichang District of Nanchang City as an example, the author investigates the status quo of grass-roots democratic construction in urban communities in China, interviews and findings are made. Although some achievements have been made in the construction of democracy at the grass-roots level in our country, there is also a serious tendency of administrative management of community autonomous organizations (neighborhood committees), and the enthusiasm of community residents for democratic participation is not high. The laws and regulations of urban community democracy construction are not perfect, and the possible reasons of these problems are analyzed briefly. The 5th part is based on the 4th part, combined with the various problems in the process of the grass-roots democracy construction in the urban community, put forward to strengthen the construction of the grass-roots party organization in the urban community, and develop the grass-roots autonomous organization vigorously. To build a long-term mechanism to guarantee the grass-roots democracy in urban communities and to promote the legal system construction of grass-roots democracy in urban communities provide a theoretical reference for solving the problems in the construction of democracy at the grass-roots level in urban communities.
