中国特色社会主义协商民主制度体系建设研究

【摘要】：健全社会主义协商民主制度,推进协商民主广泛多层制度化发展,是深化政治体制改革的重要内容,是中国特色社会主义民主政治推进的重要着力点和突破口。党的十八大首次正式以党代会报告的形式确认了“社会主义协商民主制度”的概念,并在此基础上作出了“健全社会主义协商民主制度”的重大战略部署,十八届三中全会、四中全会进一步提出了“加强社会主义协商民主制度建设”,“推进协商民主广泛多层制度化发展”,“构建程序合理、环节完整的协商民主体系”等一系列重大决定。社会主义协商民主制度建设已经上升到前所未有的战略层次和高度。当前,一个横向覆盖范围广泛、纵向布局层级多层的中国特色社会主义协商民主制度体系初具规模、逐步健全、前景广阔。基于此,对协商民主制度体系的研究,应当从横向与纵向、历史与现实、理论与实践、顶层与基层、应然与实然、宏观与微观、程序与实质等多重维度展开。全文共分为六个部分:第一部分从制度体系演进史的角度分析中国特色协商民主的历史形成和逻辑理路,在此基础上,进一步挖掘和解析其理论依据和现实基础,阐明我国协商民主制度体系建设的历史、理论和现实基础。第二、三、四部分是分别关于国家层面、社会层面以及基层层面的协商民主分层研究。在国家政治制度层面,通过对人大协商、政党协商、政协协商以及政府协商的四大协商形式的主体、内容、程序、形式以及保障措施等主要内容进行研究,解构国家层面的协商民主制度体系构成及其系统运作;在社会协商层面,通过对人民团体协商和社会组织协商两大协商形式的主要内容和运行状态进行分析研究,并且重点对其在整个协商民主制度体系当中起到的上下贯通和桥梁纽带作用进行归纳整理,凸显社会层级协商民主的上下联通性和不可或缺性;在基层协商层面,通过对村(社区)协商、乡镇(街道)协商、企事业单位协商三种协商形式的进行深入地剖析,描绘出基层自治层面的协商民主生态及其发展现状的图景。第五部分是归纳概括出社会主义协商民主制度体系建设的优势特色,再从正反两个方面梳理协商民主制度体系建设的取得的重大进展和存在问题。第六部分是在明晰社会主义协商民主制度体系建设的目标向度和原则遵循基础之上,从整体性系统性角度出发,提出进一步推进协商民主制度体系建设的对策。总之,中国特色社会主义协商民主制度体系建设是一个系统工程。中国特色社会主义协商民主制度体系建设要以党的领导、人民民主、依法协商以及民主集中为原则遵循;要以建立纵向衔接、横向联动的制度体系结构,营造程序合理、环节完整的协商运行模式,构建生态化的协商民主制度体系和加强协商民主文化建设为目标向度;积极推动实现理论突破与实践创新的双向联动、顶层设计与底层驱动的相互支撑、选举民主与协商民主的双轨协动、精英主义与草根主义的优势互补、存量积聚和政治改革基础上的增量制度化的协商民主制度体系建设之路。
