中国特色协商民主发展的困境与对策分析

【摘要】： 中国特色协商民主是我国社会主义民主的基本形式之一,是中国特色社会主义民主体系的重要组成部分。发展中国特色社会主义民主,建设社会主义政治文明,是建设中国特色社会主义的基本目标。在民主协商的基础上,我国建立和完善了多党合作制度和政治协商制度。我国的各级政治协商会议,是实现多党合作与政治协商的主要组织机构。这些就构成了我国独具特色的基本政治制度,同时形成了两种基本的社会主义民主形式——票决民主和协商民主。两种民主形式相辅相成,构成了中国特色的社会主义民主政治形态。中国特色协商民主是我国社会主义民主的主要形式之一,伴随着我国政治、经济、文化等不同领域的发展,我国的协商民主制度也有了日新月异的发展。政治协商制度体现出了我国社会主义民主的优越性。通过政治协商制度,各民主党派、无党派人士以及爱国人士等在中国共产党的领导下,更广泛地参与到国家大政方针政策的制定过程中来,人民大众能够更加平等、更加广泛的参与到与自己息息相关的政治决策决定过程中来,这些都体现出了我国具有中国特色协商民主的优越性来。虽然我国的中国特色协商民主制度日趋完善,但是在一些方面,我国协商民主的发展还存在一些困境。本篇文章主要就是探讨中国特色协商民主发展所面临的困境问题,进一步分析解决问题的对策。本文共分为三个部分:第一部分写的是中国特色协商民主的内涵与特征,同时介绍了中国发展协商民主的理论与实际意义以及中国特色协商民主理论的价值诉求; 第二部分写的是中国特色协商民主发展面临的困境及其原因,其中介绍了我国协商民主发展的现状; 文章的第三部分是本文的重点部分,从为我国协商民主参与主体提供平等的协商平台、完善我国协商民主的基本形式以及提高提高我国协商民主的制度化、规范化、程序化水平三个方面阐述了中国特色协商民主发展的对策分析。
[Abstract]:Consultative democracy with Chinese characteristics is one of the basic forms of socialist democracy in China and an important part of the socialist democratic system with Chinese characteristics. It is the basic goal of building socialism with Chinese characteristics. On the basis of democratic consultation, China has established and perfected the system of multi-party cooperation and political consultation. It is the main organization that realizes the multi-party cooperation and political consultation. These constitute the unique basic political system of our country. At the same time, there are two basic forms of socialist democracy-voting democracy and deliberative democracy, which complement each other and form the socialist democratic political form with Chinese characteristics. Consultative democracy with Chinese characteristics is one of the main forms of socialist democracy in China, which is accompanied by the development of different fields such as politics, economy, culture and so on. The system of political consultation embodies the superiority of socialist democracy in our country. Through the system of political consultation, the democratic parties. Under the leadership of the Communist Party of China, non-party personages and patriots have more extensively participated in the process of formulating the major policies and policies of the country, and the masses of the people can be more equal. Broader participation in political decision-making decisions that are relevant to them. All these reflect the superiority of China's consultative democracy with Chinese characteristics. Although China's consultative democracy with Chinese characteristics is becoming more and more perfect, there are some aspects. There are still some dilemmas in the development of deliberative democracy in China. This article mainly discusses the difficult problems faced by the development of deliberative democracy with Chinese characteristics and further analyzes the countermeasures to solve the problems. This paper is divided into three parts: the first part is about the connotation and characteristics of consultative democracy with Chinese characteristics. At the same time, it introduces the theoretical and practical significance of the development of consultative democracy in China and the value demands of the theory of consultative democracy with Chinese characteristics. The second part is about the difficulties and reasons of the development of the consultative democracy with Chinese characteristics, which introduces the current situation of the development of the consultative democracy in China. The third part of the article is the key part of this paper, from providing the equal consultation platform for the subject of consultation democracy participation in our country, perfecting the basic form of our country's consultation democracy and enhancing the institutionalization of our country's consultation democracy. This paper expounds the countermeasures of the development of consultative democracy with Chinese characteristics from three aspects of standardization and procedural level.
