协商民主:分层社会的同意政治

【摘要】：随着现代化的推进,我国社会不再是一个整体的社会,而是一个不断分化的多元化社会,多元分化的社会同时也是一个利益纠纷不断、矛盾重重的社会。为了增进团结并缓和社会关系的紧张性,既不能单靠思想教育,也不能单单依靠法律规范,或依自上而下的行政命令,更不能依靠竞争性的选举民主,而只能依靠不同利益主体之间的协商对话,通过协商民主化解分歧、达成共识,将是实现断层社会的整合和团结的重要政治选择,它是在两个领域中进行的:一个是社会领域;一个是政治领域。在社会领域中的协商,也可以称之为社会利益纠纷通过社会自我协商而自我修复的过程,是现代文明社会的理性及自我健康的技术。政治领域里的协商则一方面释放着公民的政治参与热情,另一方面又促进着法律法规及决策的合法性,从而实现着国家与社会的统一与政治整合。
[Abstract]:With the advancement of modernization, our society is no longer a society as a whole, but a pluralistic society that is constantly divided. A society full of contradictions. In order to promote unity and ease the tension of social relations, neither can we rely solely on ideological education, nor can we rely solely on legal norms or administrative orders from top to bottom. We cannot rely on competitive electoral democracy, but can only rely on consultation and dialogue among different stakeholders to resolve differences and reach consensus through consultation and democracy. It will be an important political choice to realize the integration and unity of the fault society. It is carried out in two fields: one is the social field; One is the political field. Consultation in the social field can also be called the process of social interest dispute self-repair through social self-negotiation. Consultation in the political field, on the one hand, releases citizens' enthusiasm for political participation, on the other hand, it promotes the legitimacy of laws, regulations and decisions. In order to achieve the unity of the state and society and political integration.
