官员犯罪新闻报道的正确价值取向与实现路径

【摘要】：新闻媒体凭借其作为社会公器的影响力和舆论监督的功能，能够在传播法治观念，提高公民监督意识以及掌握正确的监督措施方面起到建设性作用。其中对官员犯罪新闻的报道是对公权力进行监督的有效形式，我们也发现近些年来官员犯罪新闻报道的媒体呈现率呈增长趋势，这是我国民主法制建设与传播媒介快速发展共同合力的结果。但是，处于探索过程中的官员犯罪新闻报道存在着许多不足之处，，特别是在价值取向上偏离了媒体应有的价值追求。时下的官员犯罪新闻报道娱乐化、程式化问题严重，另外还出现了道德异化现象。官员犯罪新闻的重要性和现有报道的失范现象不得不引起学界的讨论与业界的重视。官员是一类特殊的社会群体，官员的犯罪新闻与一般的犯罪新闻有共同之处，但又有其特殊方面，主要表现在法律严肃性、政治敏感性、社会影响性三个方面。本文是从官员犯罪报道的特殊性入手，官员犯罪新闻报道的价值取向应该着眼于其政治价值与社会价值。即权力监督、舆论震慑的政治价值与维护社会稳定，凝聚民心的社会价值。作为特殊类别的犯罪新闻报道，在报道方式上也有其特殊的部分。在实现正确价值取向的方法上，本文从报道合法性原则、报道事实的选择、报道时机的把握、报道角度的选择、报道深度的增加以及报道体裁的互补性等方面去研究，并对报道提出具体措施。本文主要运用案例分析法和文本分析法对官员犯罪新闻报道进行分析。

Officials are a kind of special social groups, officials of the crime news has in common with the general crime news, but also has its special aspects, mainly in the seriousness of the law, political sensitivity, the three aspects of social influence. This article is from the particularity of the official crime reports into the hand, the value orientation of official crime news report should focus on the political and social values. That is the power of supervision, public opinion and political value power of maintaining social stability, a cohesive social value. As a special category of crime news report, reported on the way also has its special part.
In order to achieve the correct value orientation, this paper studies the principles of reporting legitimacy, reporting the choice of facts, the timing of reports, the choice of reporting angles, the increase of reporting depth and the complementarity of reporting genres, and puts forward specific measures for reporting.
This article mainly uses the case analysis method and the text analysis method to analyze the official crime news report.
